- Contractor shall completely prepare site and furnish labor and materials and perform work for Renovate Basement Lounge and locker Room, Project 589A4-18-010 as required by drawings and specifications at the Harry S. Truman Memorial Veterans Hospital (HSTMVH), Columbia, MO. The construction project renovates the existing male and female staff locker rooms located on the basement floor of the Harry S. Truman VA Hospital into new, modern male and female staff locker rooms with a combined employee exercise and break room area. The total square footage of the area is approximately 11,100 sq ft. Below is a breakdown of the trades involved in the project and a brief scope of the work involved:Architectural The project is phased into three areas that will demolish the existing interior walls, suspended and hard ceilings to the concrete deck above and existing floor coverings within the project envelope. There are doors on the construction area boundary wall that will be demolished and reinstalled based on the phasing requirements of the project. The contractor shall then construct the new project area in accordance with the plans and specifications. Infection control barriers shall be installed and maintained throughout the project in accordance with the infection control risk assessment form (ICRA) form to be completed prior to beginning the project.Mechanical The project will demolish the existing ductwork serving the area along with associated hydronic piping and control circuits. The project will install new VAV units along with the associated ductwork and controls to serve the new architectural layout in accordance with current VA specifications and current building codes. The project does not replace the air handler serving the construction project area.Electrical The project will demolish the existing electric service in the project (including lights, outlets, phone, and data outlets) area back to the existing breaker panels and refeed the new project area along with the required electrical devises in accordance with current VA specifications and current building codes. The project will also install new phone, data and fire alarm systems in the project area. Plumbing The project will demolish the existing plumbing service in the project area back to the applicable water and septic mains and resupply the new project along with the required plumbing fixtures in the project area in accordance with current VA specifications and current building codes. The existing fire sprinkler system will be retrofitted accordingly to ensure adequate sprinkler coverage in accordance with VA specifications and current building codes. The allowed timeframe for the duration of the project is 270 days. Contractors are to be aware this work will be completed in an active hospital and there may be periods where work may need to be temporarily stopped to facilitate patient care or other operational requirements of the hospital.The project cost range is between $500,000 and $1,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220 (General Construction), with a small business size standard $39.5 million. This solicitation is SDVOSB Set-Aside. A responsible quoter is one whose offer conforms to the solicitation and will be most advantageous to the Government. The estimated completion period for this work is 270 calendar days after notice to proceed. This completion period includes final inspection. Award will be made utilizing the Best Value Lowest Price Technical Acceptable (LPTA) Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. The offeror is responsible to monitor and download any amendments from the Contract Opportunities (http://www.beta.sam.gov website replaces FBO.gov, which may be issued to this solicitation. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, VIP- VetBiz Registration, prospective contractors must be registered in Central Contractor Registration (Beta SAM) and in the VIP VETBIZ - databases under the applicable NAICS. Firms may obtain SAM- information at http://beta.sam.gov and VIP-VetBiz information at http://www.vip.vetbiz.va.gov/.The solicitation package and drawings should be available for download on or about January 2, 2020 and the proposal due date will be on or about February 3, 2020. An organized site visit will be scheduled, and the information will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend.
