Description

This notice serves as a pre-solicitation notice/procurement synopsis. The Air Force Lifecycle Management Center (AFLCMC) Rapid Acquisition Cell (RAC) Contracting Office, AFLCMC/EBK, located at 205 West D. Avenue, Building 350, Suite 420, Eglin Air Force Base, FL, 32542, intends to award one (1) sole source contract to The Boeing Company, located at 6200 JS McDonnell Blvd Saint Louis, MO 63134-1939 United States.The contract will be a five year Indefinite Delivery Indefinite Quantity requirements contract with a ceiling of $308M. The authority for going sole source is FAR 6.302-1 [10 U.S.C.(c)(1)], Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Specific contract requirements include, but are not limited to integration, test, and life cycle support (ancillary engineering, technical, test, production and logistical support) of Small Diameter Bombs (SDBs) and Laser Small Diameter Bombs (LSDBs) and associated test assets for Special Operations Forces (SOF) aircraft platforms. This contract will also procure LSDBs Flight Termination System/Telemetry (FTS/TM) kits. The Government anticipates procuring Supplies up to 3,500 LSDB All Up Rounds (AURs) (either through AUR production or SDB retrofit), 875 warhead containers, 80 SDB GTVs and LSDB Laser Guided Test Vehicles (LGTVs), 40 LSDB FTS/TM kits, and 10 weapon simulators and Services in the form of weapon improvements (LSDB only); weapons system integration support; and weapon sustainment planning (LSDB only) to include technical support to the designated aircraft program offices, developmental testing, follow-on testing, program management support, and software updates required to integrate both weapon systems on SOF aircraft. The anticipated contract award date is September 2020. Missile deliveries will be determined on a delivery order basis.This notice of contract action is not a request for competitive proposals; however, all responses received within twenty-one (21) days of the issuance of this notice will be considered by the Government. Interested responsible sources may identify their interest and submit a capability statement in response to this notice. In your response, indicate your business size (large, small, small disadvantaged, 8(a), women-owned, HUBZone, veteran-owned, service-disabled veteran-owned) and specify whether the firm is U.S. or foreign-owned. The Government will not be responsible for any costs incurred preparing proposals in response to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
