Description

NOTICE OF INTENT TO AWARD SOLE SOURCE:The United States Air Force (the Government) intends to issue a Firm-Fixed-Price Purchase order to a single source, Institute of Electrical and Electronics Engineers (IEEE), under the authority of FAR 13.106-1(b)(2) (sole-source acquisitions of commerical items) on or about 20 December 2019. The period of performance (PoP) shall be from 01 January 2020 - 31 December 2020. Two (2) one-year options are anticipated that would extend the PoP through 31 December 2022. Product characteristics an equal item must meet to be considered: Full-text online access to the journals, online conference papers, and industry standards in electrical engineering and computer science. All content vetted by the major U.S. professional society in electrical engineering, or one of their partners or subsidiary societies or workgroups. IP authentication (institutional multi-user, single campus subscription) Search function with faceting, indexes, and export capability. Individual account creation for saved searches and alerts. Current year of each journal, and back volumes to volume 1 of the respective title, all downloadable in PDF. All graphical figures and citations of the original full-text article must be available within the digital document (object) that stands for that article. Librarian-accessible COUNTER-compliant usage data for searches and downloads.
