DISCLAIMERTHIS IS THE THIRD AMENDMENT TO SOURCES SOUGHT N6893620R0081. THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.(1) INTRODUCTION AND PURPOSE: The purpose of this sources sought notice is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive, and to gain market knowledge of potential qualified sources. Responses to this sources sought synopsis will be utilized by the Government to determine the best acquisition strategy. The sources sought closed 12/9/2017. The purpose of this amendment is to publish answers to questions received.(2) PROGRAM DESCRIPTION: The Mobile & Integration Threat Systems Division at the Naval Air Warfare Center - Weapons Division, produces hardware and software systems for Department of Defense (DoD), Foreign Training, Test and Evaluation (T&E) Ranges and Training Ranges. This division has a requirement to develop, fabricate, procure hardware and software, and integrate simulators, radars, and radar subsystems capable of operation in the Network-Centric Warfare and Battlespace environment. The design philosophy of the equipment and systems provided shall be in keeping with the Network-Centric Warfare and Battlespace Command, Control, Communication, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) environment. (3) REQUIRED CAPABILITIES: Not applicable for this amendment. Required capabilities were addressed in prior beta.SAM postings for this sources sought. (4) PLACE OF PERFORMANCE: Naval Air Weapons Center, China Lake, CA, 93555(5) CONTRACT TYPE: To be determined.(6) SPECIAL REQUIREMENTS: N/A(7) ADDITIONAL INFORMATION: The purpose of this amendment is to provide answers to questions received regarding the Request for Information/Sources Sought. This is not an extension. Question #1: Would anyone from NAVAIR be interested in a visit from us to better understand our capabilities in component design - either at China Lake and/or Pt. Mugu?Answer #1: Interested contractors should propose to the government what capabilities they possess that are applicable to the government requirement. Question #2: Are there POCs or subject-matter-experts in Radio-Frequency components we could consult with, to better understand your requirements, prior to developing our white-paper? [Company A] has innovation to enhance electronic warfare (EW) systems by significantly enhancing the efficiency of Radio-Frequency solid-state-power-amplifiers (SSPAs)/transmitters - perhaps there is a POC we could consult with?Answer #2: The Government is looking for companies/contractors that can demonstrate a technical knowledge of programs like AEWTTR, T4S and CEIS or portions thereof. The Government cannot define its EW, RF, other hardware requirements now to cover the next 5 years or whatever term the resulting contracts would cover. All EW threat emitters under the cognizance of China Lake EW threat presentation System Support Activity (SSA) are in the Life-Cycle Sustainment phase of acquisition; which means the prime contractor is the entity that recommends to the Government hoQuestion #3: Regarding NAVAIRs open-BAA (FBO-link) - could your program indirectly/directly benefit from a BAA-topic we propose related to high-efficiency solid-state power-amplifiers; for EW applications? - Which POC should we work with to develop an EW R&D topic for NAVAIR’s open BAA? Which other paths could we pursue to develop innovative R&D to benefit NAVAIR EW or other systems?Answer #3: The Navy’s requirement is not for buying parts that go into EW threat systems. As power amplifiers are utilized in many applications, it will be a determination of the prime contractor in order how they would like to conduct such matters.Question #4: It was mentioned that the attendee list would be published and made available for viewing. Can you provide a timeframe when we might see it on beta.SAM.gov?Answer #4: The attendee list is currently unavailable.Question #5: I understand you have extended the sources sought. Do you think or will there be a Small Business Participation Plan assigned to this procurement? If so, what percentage will be carved out for small business?Answer #5: Please monitor the sources sought post in beta.SAM for any further announcements or amendments. Small Business participation has not been determined and will depend partly on the results of the sources sought. The Government will strive to maximize small business participation and interest in these requirements. The means to accomplish this will be determined by the Government based on historical data and the market survey results. (8) CONTRACTOR RESPONSE: No further written responses are required for this amendment.
