Neither unsolicited proposals nor any other kind of offers will be considered in response to this Sources Sought. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Sources Sought. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the Sources Sought will not be returned. At this time, questions concerning the composition and requirements for a future Request for Quote will not be entertained.Subject: The Department of Veterans Affairs is conducting market research in order to provide a service agreement for the VAMC Martinsburg 510 Butler Avenue Martinsburg, WV 25405. The government anticipates awarding a Firm Fixed Price award base and 4 12- month optional year contract that will provide a Service agreement Above-Ground Storage Tank (AST) Inspection and Certification, see below attachment for details.OBJECTIVE: See attachment.RESPONSE INSTRUCTIONS:Name and Address of Company.Any small business designation as certified by the Small Business Administration.A through description of experience in managing support requirements of this nature. 5.0 CONTACT INFORMATION: Any questions related to this Sources Sought shall be directed to mark Smith at Mark.Smith25@va.gov All information regarding Capabilities Statements or any other proprietary information relative to this Sources Sought shall be submitted via email to Mark.Smith25@va.gov no later than 3:00 pm EST on 12/20/2019 Scope of Work (SOW)Above-Ground Storage Tank (AST) Inspection and CertificationVAMC Martinsburg, West VirginiaAbove-Ground Storage Tank (AST) Inspection and CertificationIn accordance with the Above-Ground Storage Tank Act and regulations in Title 47 Codes of State Rules, ASTs at the Martinsburg VAMC are required to be inspected on a regular basis. Inspection is to be performed by a Professional Engineer registered with the WV State Board of Registration for Professional Engineers and /or an inspector certified by the Steel Tank Institute. The following ASTs are due for inspections: AST-1, AST-2, AST-3, AST-5, AST-8.AST inspections are to include inspection and evaluation of AST design, construction and installation; as well as a review of general maintenance and testing procedures, including release detection methods and procedures, secondary containment, and record keeping.Visual inspection of the tanks will be in accordance with 47 CSR 63 standards and will include evaluation of tank bottom integrity, shell thickness, weld or seam integrity, condition of liner if present, and overall fitness for service of the AST.Inspector is to provide a report for each tank which includes Annual Inspection Certification forms for each tank, and which details all aspects of the tank and the review of procedures pertaining to it. The report is to note any deficiencies which need to be addressed, as well as a plan of action for correction of deficiencies necessary for the tank to meet minimum requirements. Report shall also include highlights of administrative/procedural practices.
