- SOURCES SOUGHT: The VA Medical Center, Central Western Massachusetts has a requirement for Firm Fixed Price contract to provide professional Architect/Engineer Services for a complete design package for renovation of Building 7 for a Psychosocial Residential Rehabilitation Treatment Program on the Edward P. Boland campus, Project Number 631-551. This is not a Request for Proposal; this is a Sources Sought document only.The purpose of this notice is to determine if there are qualified SDVOSBs, VOSBs or Small Businesses that have the experience in A/E Services for a complete design of a Psychosocial Residential Rehabilitation Treatment Project renovating approximately 16,000 SF of existing space and adding approximately 11,700 additional SF of an addition to the building and if such businesses are interested in this procurement. The NAICS code is 541310 and the small business size standard is $8 million. Interested SDVOSB, VOSB and SB firms must indicate their interest to the Contracting Officer not later than January 7, 2020 via email to Karla.Rotondo@va.gov. The following information is requested in response to this notice: (1) If an interested firm is an SDVOSB or VOSB, evidence of verification in Vet Biz as an SDVOSB or VOSB firm under NAICS code 541310; (2) A positive statement of your intention to submit a proposal in response to a solicitation for this project; (3) Evidence of your experience in A/E Services for a complete design of a Psychosocial Residential Rehabilitation Treatment Facility with a construction magnitude between $5,000,000 to $20,000,000 with a minimum of one (1) located at a medical facility (please provide contract descriptions, contract dollar amounts and telephone numbers for points of contact no photographs); (4) Evidence your firm has experience with working on National Register of Historical Places; (5) Evidence your firm has experience with concrete and masonry buildings within the New England Region; and (6) Proof of professional liability insurance required to cover the amount of this project; All information must be submitted in sufficient detail for a decision to be made on the availability of interested SDVOSB, VOSB or SB concerns. Failure to submit all information requested will result in a contractor not being considered as an interested SDVOSB, VOSB, or SB concern. PROJECT INFORMATION: Provide all professional architectural and engineering (A/E) services necessary to develop complete drawings, specifications, cost estimates, project phasing site visits and construction period administration associated with renovating Building 7 for a Psychosocial Residential Rehabilitation Treatment Program on the Edward P. Boland campus of the Central Western Massachusetts Healthcare System. This will include total renovation of the approximately 16,000 SF of existing space and adding approximately 11,700 additional SF of an addition to the building. Ensure compliance with the Mental Health Design Manual and the Mental health Residential Rehabilitation Treatment Program handbook as well as all other VA Design Requirements. Conduct preliminary project scope meetings and site survey investigations to develop the necessary elements for conceptual layout schemes with proposed alternatives consistent with the VA s project team goals as prioritized during preliminary project meetings, field surveys and studies.
