- This is a notice of the Government’s intent to negotiate and award a sole source cost-plus-fixed-fee bridge contract (N62742-19-C-1175) modification to DZSP 21, LLC under the authority of 10 U.S.C. 2304(c)(1) and Federal Acquisition Regulation (FAR) 6.302-1. The modification will add and exercise a six-month option period on contract N62742-19-C-1175. The Naval Facilities Engineering Command Pacific intends to issue a Request for Proposal (RFP) to award this option for the continuation of Guam Base Operations Support (BOS) services for the Joint Region Marianas (JRM), Guam. Full performance of all required services is 1 March 2020 - 14 July 2020; demobilization is 15 July 2020 - 31 August 2020. Services are currently being performed by DZSP 21, LLC for Contract No. N62742-19-C-1175. This extension will provide continuity of mission essential BOS services at JRM, Guam while the follow-on competitive procurement is completed. The anticipated contract award date is 27 February 2020.The 6-month option will include the following services/requirements:0100000 General Information, 0200000 Management and Administration, 0600000 Port Operations, 0700000 Ordnance, 1000000 Material Management, Andersen Air Force Base (AAFB), 1501000 Facility Management, 1502000 Sustainment, Restoration and Modernization (SRM), 1502A000 SRM AAFB, 1602000 Electrical, 1605000 Wastewater, 1606000 Steam, Hot Water and Demineralized Water, 1607000 Potable Water, 1700000 Transportation, 170000A Transportation AAFB and 1800000 Environmental Services.The North American Industry Classification System (NAICS) for this requirement is 561210 (Facilities Support Services), and the annual size standard is $41.5 million. The service code is S216 (Facilities Operations Support).This notice is published for informational purposes only, is NOT a request for competitive offers, and a solicitation will not be published. Any firm that believes it can meet the requirements herein may submit a written response. Firms responding to the Request for Information (Sources Sought) issued for this solicitation on 27 August 2019 need not respond. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating the company’s ability to meet the requirements herein without disruption to the critical BOS services at JRM, Guam. Interested sources may identify their interest and submit capability information in response to this notice by 26 December 2019, 2:00 p.m. Hawaii Standard Time, via email to NFPACQ21-Box1@navy.mil. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
