Crecenz Veteran s Affairs Medical Center (CMCVAMC) located in Philadelphia, PA requires access to a collection of online clinical references. The purpose will be to provide medical, nursing, and administrative staff with access to a variety of health care reference materials. These materials are required to assist clinical staff at CMCVAMC in providing patient care, health services research, and in making health care management decisions by physicians, pharmacists, physician assistants, nurse practitioners, medical students, and nurses. 2. Period of Performance: One year, January 1, 2020 Dec. 31, 2020 plus 1 option year 3. Contract Type: Firm Fixed Priced 4. Scope of Work: The Contractor shall provide secure wed-access for unlimited concurrent users to all sections and tools via a single web portal as part of a single, cross-searchable database that provides gateway IP authenticated access or per the Veteran s Healthcare Administration (VHA) National Desktop Library s remote access account, also known as Athens. The Contractor shall provide access to all sections and tools listed below via a single web portal. Acceptance: Within five business days after the award, the Contractor shall establish all required login accounts and fully demonstrate to the Government that sessions are to be accessed. The Contractor shall also demonstrate that all required resources are fully accessible. a. The Contracting Officer s Representative (COR) shall forward notice to the Contractor upon achieving successful access to the required resource. b. The notice shall be sent via email to the Contractor. 6. Availability/Site Access: The Contractor shall provide web-browser based access for unlimited secure and concurrent sessions within thirty (30) days of contract award. Access shall be minimally accomplished using Internet Explorer version 9. The database shall be available 24 hours per day, 7 days per week including weekends and holidays. The contractor shall ensure logins are accomplished using gateway IP authentication or Athens authentication. 7. Maintenance: The Contractor shall be authorized up to five hours downtime per month for routine maintenance. The Contractor shall notify the COR via email at least five days prior to scheduled maintenance activities. All maintenance will be performed at the contractor s site. The acquisition does not require onsite service or onsite maintenance. 8. Security: The contractor shall provide secure web-access to the users. The contractor will be involved with the hospital s gateway IP range and the employees email addresses per the Veteran s Healthcare Administration (VHA) National Desktop Library s remote access account, also known as Athens. The acquisition does not require connection of one or more contractor-owned IT devices to a VA internal trusted network. The contractor will not be exposed to any type of patient information. The contractor does not need to have access to the hospital.9. Key Personnel: COR will be identified by the contracting officer. The contractor will provide a point of contact as well as a point of contact alternative and the Contractor shall provide names, telephone number, and email addresses for each individual named and update this information as needed throughout the performance period. 10. Technical Support: The Contractor shall provide a technical support number and email address for end user trouble calls, both shall be clearly observable on the Contractors web portal. The support center shall be staffed by a live person between the hours of 8:00 a.m. and 4:30 p.m. ET Monday Friday. The response time for any technical support should be no greater than seventy-two (72) hours from the time of the problem has been reported. 11. Reports: The Contractor shall provide a monthly utilization report detailing the amount of time each database resource was utilized during the previous month. The reports shall also clearly identify web-portal down time. Down times shall be segregated between scheduled and unscheduled maintenance. The report shall be submitted in PDF format unless otherwise expressly directed by the Technical POC, or the Contracting Officer. The report shall be delivered via email to the Technical POC no later than the 10th business day of each month. 12. Contract Administration: The Contracting Officer is the only person authorized to approve changes or modify any requirements under this contract. The Contractor shall communicate with the Contracting Officer on all matters pertaining to contract administration. Only the Contracting Officer is authorized to make commitments or issue changes that affect price, scope, quantity or quality of performance of this task order. In the event the Contractor effects any such changes at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in cost incurred as a result of such actions.
