- SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCEOSEHRA Organizational MembershipFBO Notice: 36C77620Q0025The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract to Open Source Electronic Health Record Alliance (OSEHRA) for a Sustainer level organizational membership. This is an annual membership in which the period of performance is January 1, 2020 to December 31, 2020.The VA intends to solicit and negotiate with OSEHRA, 1934 Old Gallows Rd STE 420, Vienna, VA, 22182, USA. Sustainer Level Membership to OSEHRA is crucial to the ongoing expansion and overall success of the organization. This service is specific to one contractor. This service is not available through any other business. OSEHRA is the only professional organization which is specifically tailored toward continuing education, development, and the practice of improving the use of open source models in the healthcare community. OSEHRA supports a rapidly growing open source community of users, developers, and researchers. Their open, collaborative community represents 160+ industry, academic, and government organizations. OSEHRA is a member of global industry associations including the American National Standards Institute (ANSI), the Healthcare Information and Management Systems Society (HIMSS), Health Level 7 (HL7), Integrating the Healthcare Enterprise (IHE), and the Open Source Initiative (OSI).The NAICS code for this procurement is 813920 and the Small Business Administration Size Standard is $15 Million. This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
