Description
In pursuant to FAR 5.203(a), Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the Office of the Under Secretary of Defense for Personnel & Readiness (OUSD/P&R), Drug Demand Reduction Program (DDRP), intends to award a short-term sole source bridge contract to the incumbent, Pembrooke Occupational Health Inc., 9201 Arboretum Parkway Suite 200, Richmond, VA, 23236-5407. The current contract no. # HQ0034-13-C-0127 will end on December 26, 2019. The anticipated period of performance is for a one (1) month period from Decemer 27, 2019 - January 26, 2020.The anticipated award will be made under the authority of Federal Acquisition Regulation (FAR) FAR 6.302-1(a)(2)(iii), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.”The contract is intended to meet Office of the Under Secretary of Defense for Personnel & Readiness (OUSD/P&R), Drug Demand Reduction Program (DDRP) requirement for continued Civilian Drug Free Workplace Collections and Medical Review Officer Services to provide for all civilian drug testing services of Testing Designated Positions (TDPs) and civilian applicants, as required, associated with the Military Services and DoD Agencies. Currently, these services are going through a competitive acquisition with an anticipated award in Fiscal Year 20 (FY 20).
