Description
The U.S. Fish & Wildlife Service (FWS) is seeking qualified contractors to provide comprehensive technical Architect/Engineer (A/E) Services on an as-needed basis in support of the FWS Dam Safety Program, managed by the Infrastructure Management Division Dam, Bridge, and Seismic Safety Branch. FWS dam inventory has approximately 18 high & significant hazard dams and approximately 305 low hazard dams and are located across the U.S. FWS dam inventory includes but not limited to the following types of dams; zoned and homogenous earth embankment dams, gravity and arched concrete dams, roller compacted concrete dams, and composite dams. FWS Dams� height ranges 6� to 103� and the normal reservoir storage capacity ranges from 15 to 254,000 acre-feet. These dams and levees, along with other hydraulic structures, and their appurtenant facilities are operated to promote conservation and enhancement of the fish and wildlife resource. The awarded contract will require A/E Services based on, but not limited to, the issuance of task orders for the following services: Safety Evaluation of Existing Dams (SEED) Inspections; Pre-Title I, Title I, Title II, Title III; National Environmental Policy Act (NEPA) Compliance Services, Inspections; Analysis; Design; Preparation of Drawings, Specifications, and Other Construction Documents; Field Investigations; Stability Studies; Risk Analyses and Potential Failure Mode Analysis (PFMA); Hydraulic and Hydrologic Studies; Biological and Cultural Studies, Documentation, Construction Supervision, Consultation, and Clean Water Act Certification and Permitting in support of the FWS Dam Safety Program.FWS is anticipating negotiating and awarding, two (2) to four (4) Negotiated, Firm-Fixed Price, IDIQ Contracts for Architectural and Engineering (A/E) Services in accordance with FAR Subpart 36.6.The term of the IDIQ Contract will be a One-Year Base Period plus Four, One-Year Option Periods. The anticipated award value is a range of $20,000.00 up to $4,000,000.00 per contract year. Firm-fixed price task orders will be negotiated/awarded under this contract. The estimated start date for the Base Year award is August 2020.This proposed contract is being solicited on an Unrestricted basis and will be open to all businesses regardless of size. The North American Industrial Classification System (NAICS) Code is 541330, Engineering Services, which has a current Small Business size standard of $15 million dollars or less in average annual receipts over the last 3 years. The Government seeks the most highly qualified firm to perform the required services based on the demonstrated competence and qualifications in accordance with the following selection criteria listed in descending order of importance:1. Professional qualifications, specialized experience, technical competence and registration of key personnel. 2. Past experience conducting dam safety inspections using similar format as Safety Evaluation of Existing Dams (SEED Inspection) on dams similar to the size, complexity, and type typical of FWS dams; including identifying safety deficiencies, preparing recommendations and costs estimates.3. Past experience conducting daybreak modeling, estimating consequences, preparing inundation maps, and developing and exercising Emergency Action Plans (EAPs) for dams similar to the size, complexity, and type typical of FWS dams.4. Past experience conducting Pre-Title I, Title I, Title II and Title III services including construction inspection, QA/QC program monitoring, review of shop drawings, materials testing and preparation of �as-built� plans services on dam similar to the size, complexity, and type typical of FWS dams.5. Past experience performing Potential Failure Mode Analysis and risk analysis for high and significant hazard dams similar to the size, complexity, and type typical of FWS dams.6. Past experience performing inspections, evaluations, failure inundation mapping and consequence estimation for levees similar to the size, complexity, and type typical of FWS levees. 7. Adequacy of resources to include the priority and commitment of the firm and proposed subcontractors to perform the work as described in the SOW of this solicitation within the U.S. geographical area of 50 states.The 30 Day Solicitation for this requirement will be issued in electronic format only and will be made available online sometime on or around December 10, 2019 via Beta.SAM.Gov website at https://beta.sam.gov/ under Search Contract Opportunities, Keyword, 140F0520Q0001 (solicitation #).
