****12/12/2019 - Change made to correct typo on SF 1449. Proposal due date is 01/15/2020 at 3:00PM as advertised on the site and as stated in Section L.7, Proposal Due Date. The SF1449 has been revised to reflect this date.****The National Aeronautics and Space Administration (NASA), Kennedy Space Center (KSC), is pleased to release the RFP for the CAPSTONE acquisition. This solicitation replaces the Draft RFP 80KSC020R0003-DRAFT issued on November 15, 2019, in its entirety, including the Questions and Responses pertaining to the Draft RFP, CAPSTONE DRFP RESPONSES Version 1, posted on December 6, 2019 and CAPSTONE DRFP RESPONSES Version 2 posted with aforementioned RFP.NASA has reviewed all written questions and comments received from prospective offerors on the Draft RFP, and where applicable, changes have been made in the RFP. Please review the attached document titled "Change Log from DRFP to RFP" for the summary of significant changes. Prospective offerors are cautioned to review the RFP carefully and in its entirety to discern all changes, as the RFP takes precedence over and replaces the Draft RFP. In accordance with provision L.10, Communications Regarding This Solicitation, questions regarding the RFP must be received by Contracting Officer, Suzanne Blubaugh at suzanne.blubaugh@nasa.gov or Contract Specialist, Jason Siewert at jason.r.siewert@nasa.gov, no later than December 18, 2019, to allow for analysis and dissemination of responses in advance of the proposal due date. All questions and the Government's response, as well as any amendments to the RFP will be posted on the beta.SAM.gov website under solicitation number 80KSC020R0003. It is the offeror's responsibility to monitor the above-referenced websites for responses to questions and amendments to the RFP.In accordance with provision L.8, KSC 52.214-90 DELIVERY INSTRUCTIONS FOR BIDS / PROPOSALS (JUL 2018), all offers (bids or proposals) shall be delivered to the NASA Contracting Officer (CO) on or before the date and time set for receipt of proposals or bids: NASA Contracting Officer, Suzanne Blubaugh, at NASA/KSC, Mail Code OP-LS, Kennedy Space Center, FL 32899 on or before the date and time set for receipt of proposals or bids. Hand-Delivered Offers:Offerors are responsible for assuring that hand-carried offers / bids / proposals are either received by the NASA Contracting Officer or their authorized representative at KSC or the CIAO on or before the date and time set for receipt specified in the solicitation. Pre-coordination with the Contracting Officer via e-mail at suzanne.blubaugh@nasa.gov or jason.r.siewert@nasa.gov is required at least 24 hours in advance. Late Delivery of Offers:Late offers will be processed in accordance with FAR 52.212-1 Instructions to Offerors - Commercial Items (JAN 2017).Special Delivery Instructions:All offers delivered in response to this solicitation shall reflect the following information on the address label: Solicitation 80KSC020R0003 “TO BE DELIVERED UNOPENED TO THE CONTRACTING OFFICER” The volume and copy numbers contained in each box. Should an apparent conflict in the interpretation exist, the information the in the RFP should be considered to take precedence.This solicitation neither commits the Government to pay any cost incurred in the submission of the offer or in making necessary studies or designs for preparing the offer, nor to contract services or supplies. Any cost incurred in anticipation of a contract shall be at the offeror's for own risk.
