- Solicitation was cancelled in july of 2019 due to additional flooding on MO River making site inaccesible.The US Army Corps of Engineers, Kansas City District, intends to issue an Invitation for Bid (IFB) solicitation for construction activities for levee repair. The non-federal levees involved include: Holt Levee, Sections 9 & 10. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the Government does elect to hold a Pre-Solicitation Conference, the pre-solicitation announcement will be modified accordingly.There will be an organized site visit planned for this solicitation. The details will be included in the solicitation.At this time, two (2) Contract Line Item Numbers (CLIN) have been identified for this project.In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is:CLIN 0001 - Holt Levee, Section 9 in Holt County, MO: Between $25,000 and $100,000CLIN 0002 - Holt Levee, Section 10 in Holt County, MO: Between $25,000 and $100,000This solicitation will be issued as an Invitation for Bid (IFB) and evaluated in accordance with FAR 14.1. The IFB will result in the award of one (1) firm fixed price (FFP) construction contract.The estimate performance period for completion of construction is 120 days from the Notice to Proceed (NTP).The solicitation will be available on or about 09 March 2019. The solicitation, including any amendments, shall establish the official opening and closing dates and times.This procurement is competitive and is 100% small business set aside with a North American Industry Classification System (NAICS) Code is 237990 (Other Heavy and Civil Engineering Construction).To view or download the solicitation requires registration at the Federal Business Opportunities (FBO) website at http://www.fbo.gov and www.ProjNet.Org. Downloads will be available through the FBO and the Projnet.org websites. Offerors are responsible for checking the FBO and ProjNet websites frequently for any update(s) or questions and answers to the Solicitation. The website is occasionally inaccessible due to maintenance. Any amendments will be available from the FBO website. The government is not responsible for any loss of internet connectivity or for an offerors inability to access the document at the referenced website.Prior to award, interested offerors must have an active registration in the System for Award Management(SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. If the offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective offeror.The solicitation and associated information will be available from the FedBizOpps website at https://www.fbo.gov. This will normally be the only method of distributing amendments prior to closing; therefore, it is the Offeror's responsibility to check the website periodically for any amendments to the solicitation.If a bid exceeds $150,000.00, a bid bond is required. Bid Bonds shall be in the amount of 20% of the bid price.
