Description

This is a combined synopsis/solicitation for commercial supplies/services in accordance with the information in FAR Subpart 12.6 and FAR Subpart 13.106, using Simplified Acquisition Procedures for commercial items. This announcement constitutes the only solicitation; and a written solicitation will not be issued. This combined synopsis/solicitation will be available for download on or about 12 December 2019 under Request for Quotation (RFQ) number N0018920Q0027 at the following website: https://beta.sam.gov/.This action will be solicited on a sole source basis under FAR Part 12 “Acquisition of Commercial Items”, in conjunction with FAR Part 13 “Simplified Acquisition Procedures”. This action will result in a firm fixed-price award type contract for subscription period of one (1) Base Year which is twelve months and with the possibility of three (3) one-year options. This solicitation will be issued using other than full and open competition to procure: SEE ATTACHMENT OF TABLE OF REQUIRED ITEMS TO BE ACQUIREDDelivery location is United States Naval Academy, Annapolis, Maryland 21402. This announcement will close on 17 December 2019, 5:00 PM Eastern time. Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/ . All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.The applicable North America Industry Classification System (NAICS) code is 519130 and size standard of 1000 employees. Interested persons may identify their interest and capability to respond to the requirement. Any information received will be reviewed by NAVSUP FLC Norfolk Contracting Department. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading the documents at the above website. This office will no longer issue hard copy solicitations. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contract from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendor for work to be performed outside the United States. Lack of registration in the CCR database will make a vendor ineligible for award.
