- THIS IS A PRE-SOLICITATION NOTICE ONLY.N62470-19-R-2004 Base Operations Support (BOS) Services at Naval Support Activity (NSA) Northwest Annex, Chesapeake, VirginiaThis is a pre-solicitation notice to notify potential Offerors of BOS Services Contract N62470-19-R-2004 for Naval Support Activity (NSA) Northwest Annex, Chesapeake, Virginia. The proposed contract will be a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract that is comprised of both Recurring Work and Non-Recurring Work items. The work includes but is not limited to, providing all management, supervision, labor, materials, and equipment necessary to provide services for: General Information, Management and Administration, Facility Management, Facility Investment, Custodial, Pest Control, Integrated Solid Waste Management (ISWM), Swimming Pools, Grounds Maintenance and Landscaping, Pavement Clearance, Utility Management, Electrical, Wastewater, Steam, and Water.The solicitation utilizes source selection procedures in accordance with Federal Acquisition Regulation (FAR) Part 15 and will require offerors to submit corporate experience, technical approach/management approach, safety, and past performance, along with a price proposal for evaluation by the Government. The tradeoff source selection process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror. Award will be made to the responsible Offeror(s) whose proposal conforms to the Request for Proposal (RFP), will be most advantageous to the Government resulting in Best Value, price and other non-price factors considered.The NAICS code for this procurement is 561210, Facility Support Services with a size standard of $38.5 million. The contract term will include a base period of up to twelve (12) months with a potential of six (6) one-year option periods, and three (3) six-month option periods, which cumulatively will not exceed 102 months.These services are currently being performed under contract N62470-15-D-4012 for BOS services which was awarded to Global Management Services, LLC. That solicitation was issued as a competitive 8(a) program set aside after using competitive 8(a) procurement procedures. The current year’s total estimated price for Recurring work is $3,839,663.04 and the Non-Recurring work is $736,594.84. Note the values provided are for informational purposes only and should not be used as an indication of the value of work to be performed under this solicitation.This procurement will be solicited as a competitive 8(a) small business set-aside. A sources sought notice was issued via Navy Electronic Commerce Online (NECO) portal to Federal Business Opportunities (FBO) website on 31 January 2019 to determine availability and capability of businesses to perform the requirement. As a result of the market research analysis, a determination was made to solicit thisprocurement as a competitive 8(a) set aside. NAVFAC Atlantic’s Office of Small Business Programs concurs with the determination to solicit as a competitive 8(a) small business set-aside.All responsible sources may submit a proposal which will be considered by the agency. All prospective contractors are required to be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM/.The anticipated date of RFP issuance is on or about 30 December 2019. Proposal due date will be on or about 13 February 2019.Offerors can view and/or download the solicitation in the Contract Opportunities website located at https://www.beta.sam.gov when it becomes available. Notices, amendments, and responses to pre-proposal inquiries will also be posted to the Contract Opportunities website located at https://www.beta.sam.gov.
