*Q&A document posted to Attachments as of 12/12/2019*Sources SoughtNetDocuments Training Services and MaterialsExecutive Office for United States AttorneysBackgroundThere are 94 United States Attorneys’ Offices (USAOs) located throughout the United States, Puerto Rico, the Virgin Islands, Guam, and the Northern Mariana Islands. The USAOs have more than 250 staffed office locations. The USAOs serve as the nation’s principal litigators. Each USAO handles a diverse docket of criminal and civil cases.The Executive Office for United States Attorneys (EOUSA) provides administrative support for the 94 United States Attorneys’ Offices (USAOs). Such support includes legal education, administrative oversight, technical support, and the creation of policies.At present, the USAOs do not have a document management system. They store the common productivity files (e.g., Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and Adobe PDF) they create and modify in connection with their cases and certain case-related emails primarily on Microsoft Windows-based shared drives. USAOs have identified a need for a legal document management system (DMS).The USAOs plan to pilot NetDocuments[1] in five USAOs in calendar year 2020. The five USAOs that will pilot NetDocuments are: (1) The United States Attorney’s Office for the Northern District of California; (2) The United States Attorney’s Office for the District of Delaware; (3) The United States Attorney’s Office for the Middle District of Georgia; (4) The United States Attorney’s Office for the Northern District of Oklahoma; and (5) The United States Attorney’s Office for the District of Utah. The pilot will be a successive rollout. NetDocuments will be deployed to a single USAO at first. NetDocuments will then be deployed to additional USAOs (one by one) until NetDocuments has been deployed to all five pilot USAOs. At present, neither the order nor timing of the pilot rollout has been established.EOUSA and the USAOs will require training services and training materials to support this NetDocuments pilot. EOUSA is seeking information from contractors with experience training attorneys and legal support personnel to use NetDocuments.EOUSA expects that the following training services and materials will be required to support its NetDocuments pilot: Pre-Deployment Educational Videos: As many USAO users have never used a DMS, EOUSA will need assistance developing educational videos that will be used to drive awareness and interest in each pilot USAO in advance of deployment. The primary goals of these videos will be to educate USAO users regarding what a DMS is and encourage users to embrace the DMS by highlighting how it will help solve frustrating, everyday issues that USAO users encounter in locating and working with documents at present. These videos are expected to be short (less than five minutes in length) and pointed. EOUSA expects to develop between five and ten such videos to support the pilot. Onsite Pre-Deployment Power User Training: For each pilot USAO, EOUSA plans to identify and assemble a small group of power users. This group of power users will consist of Assistant United States Attorneys, USAO support staff, and USAO IT staff. Each group of power users is expected to consist of approximately 10 users total. EOUSA plans to provide onsite, classroom-style training to the power user group for each pilot USAO. This onsite training is expected to occur a few weeks before NetDocuments is deployed to the associated USAO. The onsite power user training is expected to be three or four days in length. Power users for each pilot USAO are expected to be given access to NetDocuments following the power user training to enable them to use the system in advance of deployment at their USAO. EOUSA expects that this training will require one training instructor. EOUSA will provide the PCs to support the training and will perform all pre-training PC setup. Onsite Training & Floor Support at Time of Deployment: For each pilot USAO, EOUSA plans to provide onsite, classroom-style training at the time that NetDocuments is deployed at each pilot USAO. This training will be designed to educate USAO users regarding how to use the DMS and provide them the skills required to start using the DMS. EOUSA has yet to determine a precise educational curriculum. In addition to providing onsite, classroom-style training, EOUSA plans to keep trainer personnel onsite to provide assistance (“floor support”) to help USAO users as they apply the skills learned in training. The exact dates and timing for this training and floor support has yet to be set. EOUSA, however, has made estimates of the total trainer days it expects will be required to meet USAO needs. EOUSA’s current estimates for onsite training and floor support at time of deployment are included in Table 1. The information in Table 1 is only an estimate. The exact number of users and trainer days may vary. EOUSA will provide the PCs to support the training and will perform all pre-training PC setup for classroom-style trainings.*Table 1 is viewable in attachment* Post Deployment Onsite Follow-Up Training: For each pilot USAO, EOUSA plans to provide onsite, classroom-style training following the deployment. This training will likely occur 3-6 weeks after the deployment of NetDocuments at each pilot USAO. This training will be designed to address any remedial training issues following deployment and/or cover additional, advanced topics required following deployment. EOUSA has yet to determine a precise educational curriculum. The exact dates and timing of this training has yet to be set. EOUSA expects that this training will likely require a single trainer for a week or less for most of the pilot USAOs. One or two pilot USAOs may require a single trainer for more than a week. EOUSA will provide the PCs to support the training and will perform all pre-training PC setup. Post Deployment Virtual Training: EOUSA plans to provide ongoing instructor-led, virtual training to the pilot USAOs following the deployment of NetDocuments at the first pilot USAO. This training will be deigned to help USAO users grow their knowledge of more advanced features and functions of NetDocuments. EOUSA expects to need a handful of trainings each week. It also expects that the number of virtual training sessions required each week may increase as NetDocuments is deployed to more pilot USAOs. EOUSA has yet to determine a precise educational curriculum. The technical means for delivering this virtual training has yet to be determined. Training Materials and Videos: EOUSA believes that USAO users will require written training materials and videos to support the pilot. EOUSA recognizes that it will need to develop training materials tailored to its implementation of NetDocuments and/or to address USAO-specific use cases. EOUSA, however, would like to leverage an existing library of training materials covering general NetDocuments functionality to the greatest extent possible. EOUSA has an intranet site and a Learning Management System that it uses to host various written training materials and training videos. Ideally, EOUSA would be able to gain access to a library of training materials that it would be able to host on its existing systems.All travel by contractor would be required to be conducted pursuant to Federal Travel Regulations. EOUSA expects that multiple trainers will be required to complete federal background investigations in order to meet EOUSA’s training requirements.The USAOs and EOUSA require a knowledgeable, experienced, and skilled contractor to provide the training services described above.Process Posting: This document will be posted on beta.SAM.gov in Contract Opportunities.
