Description
This is a Sources Sought Notice for the purpose of conducting market research, and obtaining industry information ONLY. Proposals are NOT being requested, nor accepted at this time. The purpose of this synopsis is to obtain information from businesses that would be interested and capable of providing the types of services noted below. The United States Fish and Wildlife Service (USFWS) will use information obtained through this synopsis as well as other market research to develop an acquisition strategy. The USFWS anticipates soliciting and awarding a Multiple Award Task Order Contract or a Simplified Acquisition of Basic Engineering Requirements (SABER) contract. MATOC or SABER is a type of Indefinite Delivery, Indefinite Quantity (IDIQ) contract associated with construction, maintenance, repair and alteration of real property. The primary area of coverage will be USFWS refuges and hatcheries on land owned, leased, or with use agreements located in the states of Alaska, Oregon, Washington, Idaho, California, Hawaii, Pacific Islands, Nevada and Montana. Project sites may occur on tribal or tribal reservation land and require Tribal Employment Rights Ordinance (TERO) compliance.Typical work under the contract will include, but will not be limited to minimal design services, construction of facilities, interior and exterior facility renovations, demolition and installation, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, interior & exterior utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, surveys, studies, and other related work. All work will be accomplished in accordance with individual task order requirements, master specifications, contractor developed construction drawings, and a detailed estimate developed using a contract specific cost estimating software and unit price databases. The term of the contract shall include a base period of 1 year with options for four (4) additional one (1) year periods. Total contract amount is estimated at $20 million over 5 years or a maximum of $4 million annually with individual task orders typically between $10,000 and $350,000 each with a minimum task order value of $50, and a maximum task order value of $4,000,000. The total of individual task orders placed against the contract shall not exceed $20,000,000. The primary North American Industry Classification System (NAICS), code will be Subsector 236 � Construction of Buildings. The small business size standard is $36.5 million average annual revenue for the previous three years. Other NAICS codes to be used include Subsector 237 � Heavy and Civil Engineering Construction (size standards $36.5 million), Non-Complex New Construction i.e., but not limited to garages, driveways, porches, fencing, etc.; Subsector 238 � Specialty Trade Contractors (size standards $15 million); and as required Architectural Services (NAICS code 541310 � size standard $7.5 million), Landscape Architectural Services (NAICS code 541320 - $7.5 million), and Engineering Services (NAICS code 541330 = $15.0 million). Again, at this time the USFWS is not accepting proposals but is requesting that interested businesses respond to this notice by furnishing the following information by Jan 9, 2020. (1) Company name, address, point of contact, telephone number, and email address. (2) DUNS Number. (3) Business type: 8(a), Historically Underutilized Business Zone (HUB Zone), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Woman Owned Business, large or small business, etc. (4) Provide a general statement of your qualifications, capabilities and ability to perform the required types of work. (4) Brief description of construction & design / build services similar to that described above provided within the past 5 years. Minimum information should include the following: Contract price, project location, date of services, a brief description of the services. Do not send photos at this time. Contracts / projects submitted must be similar in scope and dollar value to the work described in this sources sought. (5) Responders should demonstrate that they have the capacity to perform aspects of the types of work chosen as described in this synopsis, either by their in-house capabilities or through their teaming / subcontractors capabilities. All responses to this notice should be submitted to Karl Lautzenheiser at karl_lautzenheiser@fws.gov by no later than close of business January 9, 2020.
