- This is a Sources Sought Synopsis. The intent of this synopsis is to identify potential Section 8(a) small business concerns, Historically Underutilized Business Zone (HUBZone) small business concerns, woman-owned small business concerns (WOSB), service disabled veteran owned small business (SDVOSB) concerns, and small business concerns (SBC) that are capable of constructing an airfield damage repair storage facility, approximately 7,000 square meters, at Andersen Air Force Base. The facility will be concrete construction. The project will include supporting facilities such as utilities, pavements, and site improvements to provide a complete and usable facility. Facilities will be designed as permanent construction in accordance with the Department of Defense United Facilities Criteria 1-200-01 General Building Requirements, United Facilities Criteria 1-200-02 High Performance Sustainable Building Requirements, and Andersen Air Force Base Architectural Compatibility and Base Design Standards.. Sustainable principles, to include life-cycle cost-effective practices, will be integrated into the design, development, and construction of the project in accordance with Unified Facility Criteria 1-200-02. This includes preparation of a life-cycle cost analysis for energy consuming systems, renewable energy generating systems, whenever life-cycle cost effective is selected as the reason any requirement of Unified Facility Criteria 1-200-02 is partially compliant or not applicable. Work to be performed is in Guam.NAVFAC Pacific will use the responses to this Sources Sought synopsis to make the appropriate acquisition decision for the planned procurement. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holders list. After review of the responses to this synopsis, a pre-solicitation announcement will be published in Contract Opportunities (beta.sam.gov) if the Government intends to proceed with the procurement of these services. The Government will evaluate responses based upon experience and bonding capacity. Offerors shall complete the attached form “Sources Sought Questionnaire” including Attachment.Offerors having the capability to perform this work are invited to submit its qualifications, limited to 25 pages (8 ½” x 11”, duplex), by 2:00 PM, HST, on December 27, 2019. Complete information must be submitted as the Government will not seek clarification of information provided. The Government will not contact the concern for clarification of information. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended.
