- Description
- Summary of Work / Description of Requirement: Air National Guard 139th Airlift Wing, 705 Memorial Drive, St. Joseph, MO 64503 intends to issue an Invitation for Bid (IFB) to award a single firm-fixed-price contract for the construction of the C-130 Flight Simulator Facility (Approx. 10,600 SF), located at Rosecrans Memorial Airport, St. Joseph MO, Project Number ULYB169010. The magnitude of this project is between $5,000,000.00 and $10,000,000.00. The scope of this project includes, but is not limited to, all work necessary for the construction of a new freestanding building of approximately 10,600 square feet. Functional areas include a two-story high bay in which to house flight simulator, briefing rooms, administrative areas for training and support staff, equipment and maintenance rooms, storage spaces, communications room supporting simulator operations, mechanical and electrical utility rooms and latrine facilities.The Missouri National Guard is seeking U.S. Small Business Administration (SBA) certified 8(a) Businesses, SBA certified HUBZone Small Businesses, Women-Owned Small Businesses, and/or Service-Disabled Veteran-Owned Small Businesses sources with current and relevant experience, personnel, and capability to self-perform this requirement.The North American Classification System (NAICS) code for this work is 236220. This is a total small business set-aside. The small business size standard is $36.5 million average annual revenue for the previous three years. FAR Clause 52.219-14(c) (3) LIMITATIONS ON SUBCONTRACTING which states, "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for General construction, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project.Please complete the attached Contractor Information Form when responding to this sources sought.
