Description: The US Army Contracting Command (ACC) - Picatinny Arsenal, New Jersey (NJ), on behalf of US Army Combat Capabilities Development Command - Armaments Center (CCDC AC), Munitions Systems Directorate (FCDD-ACM-MI) at Picatinny Arsenal, NJ, is currently seeking sources for the manufacture and delivery of the following three cartridges: XM1177: DODIC 1305-AC51 XM1178: DODIC 1305-AC52 XM1179: DODIC 1305-AC53 Specifications: The US Army (FCDD-ACM-MI) has the need to procure a 5.56mm loose blank cartridge (XM1177), the 5.56mm linked blank cartridge (XM1178), and the 7.62mm linked blank cartridge (XM1179). The family of Close Combat Blank System (CCBS) consists of three (3) cartridges (XM1177 / XM1178 / XM1179) and they provide the capability to conduct close quarters live fire blank training. A Blank Firing Adapter (BFA) shall not be required to fire the CCBS. Ammunition must be compatible with the current US Government approved Close Combat Mission Capability Kit (CCMCK) conversion kits. The CCBS shall have an 18 inch (457.2mm) standoff which allows for closer safe engagement distances with reduced heat and/or flame. The 5.56mm XM1177 CCB ammunition is fired from the M4A1 carbine and M16A4 rifles using the M4/M16 Close Combat Mission Capability Kit (CCMCK) weapon conversion bolt, 5.56mm XM1178 CCB ammunition is fired from the M249 machinegun using the M249 Close Combat Mission Capability Kit (CCMCK) conversion bolt, and the 7.62mm XM1179 is fired from M240B machinegun using the M240 conversion bolt. An auditable noise shall be produced when the ammunition is fired which is not greater than the noise produced by firing its respective combat counterpart (M855A1 for 5.56mm and M80A1 for 7.62mm). All energetic materials or components exposed to the atmosphere when fired in the cartridges shall be lead free and Army Energetic Material Qualification Board (EMQB) approved.Planned Acquisition: The Government contemplates an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Fiscal Years (FY) 20-25 for this acquisition (five years from date of award). The estimated quantity to be procured for each fiscal year is XM1179 is 5,638,890, XM1178 is 4,197,000 and XM 1177 is 10,789,600.Submission Information: All responsible and interested sources should submit their capabilities to produce CCBS like cartridge configurations. The respondent must demonstrate and provide valid documentation that they have the ability to produce a minimum of 5,000,000 of each cartridge type, annually. If a source is not capable or interested in producing all three (3) cartridges, the respondent should state which cartridges they are capable of producing. Please identify any Proprietary information submitted. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
