This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or promise to issue an RFP in the future. No formal solicitation package is available. The Market Research Solicitation Number W56KGY-20-R-K001 has been assigned for reference purposes only and does not constitute a solicitation for bids or proposals. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government.Interested parties may identify their capability to meet all or portions of the requirements by submitting: A white paper, technical data, qualification and certification test data, logistics documentation and/or past performance data. Data must be provided to this office not later than 5:00 PM Eastern Standard Time on January 13, 2020. Only responses received by this date will be considered.The U.S. Army Contracting Command (ACC) at Aberdeen Proving Ground (APG), MD, and Product Director Electronic Attack (PdD EA) is conducting this RFI to identify potential sources for the sustainment of the CREW Universal Test Set (UTS) as described below on behalf of Program Executive Officer (PEO) Intelligence & Electronic Warfare & Surveillance (IEW&S), Program Manager (PM) Electronic Warfare and Cyber (EW&C), Product Director Electronic Attack (PdD EA).The AN/GLM-11 (V) 2, the Universal Test Set (UTS) provides a rapid go/no-go evaluation for all U.S. dismounted and mounted Counter Radio-Controlled Improvised Explosive Device Electronic Warfare (CREW) systems. This test set provides the warfighter a rapid and easy method to verify the proper operation of a CREW system prior to deploying. The UTS provides the operational/field level capability suitable for performing these tests. The UTS is capable of detecting CREW system faults that would otherwise go undetected and thus could allow personnel to enter into dangerous situations without the protection of a properly functioning CREW system.The purpose of this RFI is to identify sources with a ready capability to provide sustainment and procurement services for the UTS at the time of contract award. Limitations: The Government does not own complete detailed design/fabrication documentation, software source code, or the technical data package for the Universal Test Set listed above to provide to a third party. Technical data is the property of the original equipment manufacturer, Textron Systems, 124 Industry Lane, Hunt Valley, MD 21030.The security requirements for this effort will be as follows: SECRET facility clearance and SECRET safeguarding capability.ACC-APG is seeking the following information:1. Company Name, Contact Name, Position, Telephone, Email, and Company URL.2. Corporate capability to include available facilities to execute requirements, Facility Clearance and safeguarding levels, Cage code, and DUNs number. 3. PdD EA anticipates a requirement for production, sustainment, and services: a. Material and Software Maintenance Services, b. Field Service Support, c. Training Support Services, d. Safety, e. Operators Manual f. Program Management, g. Security, h. Contractor Manpower Reporting.Respondents shall not be obligated to provide the services described herein and it is understood by the United States Government that the cost estimates provided as a result of this request are “best” estimates only.The response date for this market research is January 13, 2020.
