This request is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential qualifications of Small Businesses, Service-Disabled Veteran-Owned Small Businesses, and Veteran-Owned Small Business firms relative to the North American Industry Classification Code (NAICS) 334510; Electromedical and Electrotherapeutic Apparatus Manufacturing. The small business size standard is 1,250 employees. The PSC is 6525. Physical SpecificationsSystem must be no more than 22cm in length.System must be no more than 30cm in width.System must be no more than 25cm in height.System must weight no more than 6kg with the battery installed.Must be able to operate in a range of 10-30�C or larger.Must be able to operate in a range of relative humidity from 20%-90% or greater.B. Power Specifications 1. Input voltage must be 100-240 VAC, 50/60 Hz, 2.1A 2. Detachable battery must operate at a voltage less than 15v. 3. Nurse call cable alarmDeliverables or Delivery ScheduleThe contractor shall deliver and install the product completely. After contracting COR at the VA, a specific time will be scheduled for the delivery of the product and the installation within 60 days of award. Zablocki VA Medical Center, Milwaukee WI.Period of PerformanceAll hardware and software shall have a full warranty period of 12 months.PurposeThe Clement J. Zablocki Medical Center in Milwaukee, WI requires 13 new long-term ventilators. The current model, the LTV 1200, must be replaced. These new replacement ventilators must, at a minimum, be capable of the same performance as the LTV 1200. These new ventilators must also meet or exceed all the salient characteristics listed above.**Please respond with your authorized distributor letters from the Original Equipment Manufacturer when responding. This letter MUST be from the Manufacturer, and on their letterhead. This is needed to help the Contracting Officer determine the set-aside.For Medical Equipment to be used on Veterans at the VA** To prevent Gray Market Items within the VA, the following is also placed within this sources sought notice: **(a) Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers.� No remanufactures or gray market items will be acceptable.�(b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM.� All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions.(c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract.� Accordingly, the VA reserves the right to enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.� THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION.
