- Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Agency for Healthcare Research and Quality (AHRQ) intends to sole source to:Friedman, BernardRockville MD 20852The purpose of this requirement is to acquire services to Inform Healthcare Delivery and Systems Data Development and Research. As a result of his extensive expertise and experience with the Healthcare Cost and Utilization Project (HCUP) databases, his very robust publication record, and his intimate familiarity with AHRQ and AHRQ's vision and mission, Dr. Friedman is a unique and invaluable source to conduct complex analyses that address hospital costs for patient with multiple chronic conditions, to understand the hospital and patient costs for ambulatory sensitive conditions treated in U.S. hospitals, to analyze the impact of robotic technology on use and outcomes of radical prostatectomy and hysterectomy, to analyze readmissions for patients with septicemia, and to analyze readmissions following admission for treatment of asthma. Moreover, his contributions on creating the first HCUP databases in the 1990s makes him uniquely qualified to provide expertise as the AHRQ explores new data development activities, such as Synthetic Data and data linkages.The period of performance is 12 months.This notice of intent is not a request for competitive proposals. A determination by the Government as to whether or not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
