Description
****NOAA’s Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with Saltwater, Inc. ****The sole source determination is based on the National Oceanic and Atmospheric Administration’s (NOAA) National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AFSC) in Seattle, Washington and its need of service, maintenance, and technical support for existing electronic monitoring (EM) systems on approximately 30 commercial fishing vessels in Alaska. “Saltwater, Inc. designed, built, installed, and maintained the existing EM systems aboard approximate 30 vessels participating in commercial fisheries off Alaska. The servicing of the Saltwater, Inc., systems must continue uninterrupted, due to compliance with the Code of Federal Regulations, 50 CFR 679.5, and there is not another EM provider which could do this work. EM systems are not interchangeable and are proprietary. NOAA Fisheries needs to keep these 30 vessels operating in the 2020 fishing year through the use of existing EM systems, and that need cannot be met by another service provider.”Delivery Date: January 1, 2020***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the service as described that fully meets the Government’s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
