Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Subpart 13.5, as supplemented with additional information included in this notice.This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.(i) The solicitation number is 95332420Q0004. This solicitation is issued as a request for quotations (RFQ).(ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-01 (effective November 12, 2019).(iii) This solicitation is not a set aside.(iv) Contract line item number(s) and items, quantities and units of measure are included in Section B of the solicitation.(v) The Millennium Challenge Corporation (MCC) seeks offers for data and documentation management services. The Contractor will provide technical services in three areas: (i) development and delivery of tools and training for internal and external data management; (ii) development and maintenance of the platform for public and restricted-access data dissemination; and (iii) review and preparation of data packages for public and restricted-access dissemination. MCC intends on awarding one contract from this solicitation. (vi) Dates and places of delivery are included in the solicitation document (or to be proposed by the offeror). Acceptance is at the Government location and all deliveries are FOB destination.(vii) The provision at 52.212-2, Evaluation -- Commercial Items applies to this acquisition. The following evaluation criteria are hereby included in paragraph (a) of the provision: Technical Capability; Past Performance; and Price.Technical capability and past performance, when combined, are significantly more important than price.(viii) Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer. See Section K of the solicitation.(vix) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items (both the basic clause and Alternate I), applies to this acquisition. Addenda are included in the solicitation.(x) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. See Section I for the additional FAR clauses that are applicable to this acquisition.(xi) The contracting officer has determined that additional terms and conditions (MCC-specific clauses) are necessary for this acquisition. However, the terms and conditions are consistent with customary commercial practices.(xii) Offers must be submitted via email to Mr. Walter Pemberton at pembertonwe@mcc.gov with a copy to Ms. Jacqueline Naranjo (naranjoj@mcc.gov) by no later than 2:00pmET on Tuesday, Janaury 21, 2020.(xiii) Questions regarding the solicitation must be submitted via email to Mr. Pemberton with a copy to Ms. Naranjo no later than Noon ET on Friday, December 13, 2019.(xiv) Pre-Submission Webinar: An online webinar will be held on Wednesday, December 18, 2019 from 2:00pm - 3:30pm ET. Team members from MCC's Monitoring & Evaluation (M&E) Division and Chief Information Office (CIO) will be online to discuss the requirement and respond to questions.
