Description
The National Cemetery Administration is soliciting offers under solicitation number 36C786-20-R-0009.This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. This acquisition was sole-source and 100% set aside for Service-Disabled Veteran-Owned Small Business company. The NAICS Code is 221310, Titled Water Supply & Irrigation Systems. Business Size Standards - $27.5 million. Project Description: Contractor shall completely prepare site for construction operations, furnish all labor and materials, and perform all work as required by this scope of work and the attached specifications, including: The drilling of test well and providing test results;Confirming the installation of four (4) 7.5 H.P. submersible pumps complete with all wiring,piping, controllers, VFDs, and the manifold and controls to tie the new wells into the existingirrigation system (the size and number of submersible pumps has been provided for estimating purposes only; the actual design will be dependent on the yield of the aquifer, which is to be determined with this project); Providing and installing pump control equipment; Supplying and installing all enclosures for the new wells, which shall be vaults at grade (or recommend an alternative); the restoration of the site. After test well is complete, Contractor shall submit samples from each well to a lab to determinelevels of iron and magnesium and to determine the ph. Goal of this project is to provide a pumping system enough to provide 8,000 10,000 GPD with iron and magnesium at levels that preclude staining on headstones and allows multiple water reels to work in a satisfactory manner throughout the cemetery simultaneously, located at Puerto Rico National Cemetery, Avenida Cementerio Nacional #50, Bayamon, PR 00961-3887. There will be an Official Site Visit established in the solicitation, no other visits to site will be accepted.Contract period of performance will consist of Ninety (90) calendar days, after issuance of Official Notice to Proceed (NTP).The construction magnitude for this requirement is between $500,000 and $1,000,000.Note: Performance and Payment Bonds will be required upon submission of proposal. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.beta.gov. Note: www.sam.gov recently changed to website stated above, if you go to www.sam.gov it should re-direct to the new website.Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals and pending award. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.)The basis for award will be Lowest Technically Acceptable Price (LPTA) to include the following factors, listed in descending order of importance, will be used to evaluate offers: (1) Technical Approach to Complete Statement of Work & Qualifications; (2) Past Performance; and(3) Price. Offerors are responsible for obtaining all amendments or additional information at http://www.fbo.gov. Proposals are due at 1:00 P.M.
