Description
This RFI (Request for Information) is issued solely for information and planning purposes and does not constitute a solicitation. This RFI is intended to get industry feedback for a new requirement for the Department of Veteran s Affairs (VA) as described below. The VA is not seeking proposals at this time and will not consider unsolicited proposals provided in response to this RFI.All responses will be in the form of information and materials. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI.This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Small Businesses (SB), or Large Business capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/, www.sba.gov/ and https://sam.gov/SAM/ respectively. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to capability of performance (3) intentions of subcontracting program to include set-asides if any; (4) proof of registration in the VA Vet Biz or SBA websites or intention of registration prior to submission of offers to a solicitation; (5) If you are a distributor a statement from the manufacturer that your company is an authorized distributor; (6) a statement to inform the government if you are a manufacturer or distributor; (7) any information regarding FSS Schedule availability; (8) SAM Registration (9) any other pertinent company documentation. The response date to this Sources Sought notice is December 13, 2019 at 12:00 pm AZ time. This market research is for informational and planning purposes only to determine if a socio-economic set-aside, or full & open competition, or a sole-source procurement is appropriate. The Government will not pay any costs for responses submitted. Responses may be submitted to nakia.vance2@va.gov. NO ADDITIONAL INFORMATION IS AVAILABLE OTHER THAN WHAT IS NOTED HEREIN. ALL FIRMS ARE INSTRUCTED NOT TO CALL THE INDIVIDUAL VA MEDICAL CENTERS REQUESTING MORE INFORMATION.Background and Purpose: Calibrate the scale and PLC board of the VA Cooperative Studies Program Clinical Research Pharmacy Coordinating Center (CSP CRPCC), O Hara Technologies Labcoat M tablet coating machine, as well as service the O Hara Labcoat M75 Tablet Coater. Both coating machines require calibration of the PLC board settings that regulate operating processes used for consistently coating tablets used by participants of research projects conducted by VA CSP CRPCC. Located at New Mexico Veterans Affairs Health Care System (NMVAHCS) 2401 Centre Ave SE, Albuquerque, NM 87106General Information The Contractor is responsible for preventative maintenance and calibration on O Hara Labcoat M Tablet Coating Machine and an O Hara Labcoat M75 Tablet Coater. Contract service shall ensure that the equipment functions in conformance with the latest published edition of the applicable standards such as: NFPA-99, UL, OSHA, VA, CDRH, etc. and the Manufacturer's Performance standards and specifications as used when the equipment was originally procured and that any upgrades and/or updates will meet the stated standards/specifications.Compliance with ISO Standards, GMP, cGMP, and CE are required.Normal hours of coverage are Monday through Friday from 7:00 am to 4:30 pm MST time. All services to include preventative maintenance and repairs will be performed during normal hours of coverage unless requested or approved by the COR or his/her designee.Services and Equipment Defined: The Contractor is responsible for preventative maintenance and calibration on O Hara Labcoat M Tablet Coating Machine and an O Hara Labcoat M75 Tablet Coater.a. Preventative Maintenance inspect all mechanical and electrical components of systems using established recommended procedures. A service report outlining findings and recommendations must be provided after each visit. Vendor will provide all necessary test equipment for the preventative maintenance.b. Calibration Provide instrument calibration and certification in accordance with the National Institute of Standards and Technology (NIST). Calibration report must be provided for each instrument certified. Vendor must provide all necessary test equipment for calibration of equipment. c. Therefore, C&A, SAP, & the following from App C applyIn reference to VHA Handbook 6500.6 Appendix A, Block 7, the equipment (or service) does not involve storing, generating, transmitting, or exchanging VA sensitive information.� Therefore, the following from App C apply.(Appendix B) The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information protection, patient privacy, and information system security as delineated in this contract.During contract performance, contractor may require access to VA facility, equipment, information systems, or sensitive data; to provide services, install, train, maintain or repair equipment.VA Course No. VA10176 is privacy training required for VA contractors requiring access to VA facilities for more than 2 consecutive days or any access to VA information systems.� Training will be completed prior to being granted access to facilities, equipment, or to the data therein.� Training is available on VA TMS website at: https://www.tms.va.gov/SecureAuth35/.� Contractor will provide evidence of training to the COR, if requested. If contracted staff have access to protected health information (PHI) or access to VA systems (e.g., CPRS, JLV, CAPRI, VHIE or VistAWeb) they are also required to take the Privacy and HIPAA Focused training (VA10203).SOURCES SOUGHT DETAILS NAICS CODE: 811219 Janitorial ServiceAs identified on the Small Business Administration s table of small business size standards, the size standard for this NAICS code is $22.0 million in average annual receipts.
