- Pre-Solicitation Notice36C252-20-B-0004Project: Upgrade ElevatorsProject Number: 607-19-103Location: William S. Middleton VA Hospital, Madison, WIThe William S. Middleton VA Hospital has a requirement for Project# 607-19-103, Upgrade Elevators, which requires the contractor to provide all labor, materials, equipment and supervision. This project involves modernization and renovations to the Hospital Star & Morgue elevators, elevator controls, traction & hydraulic equipment, machine rooms, machine room equipment, traction motors, cabs/car interiors, hall light & buttons and to bring all elevator elements up to ASME and VA codes and standards. Work includes but is not limited to: elevator control systems, door operators, machine room upgrades, machine room equipment, traction motor upgrades, elevator hydraulics, interior elevator car finishes and lighting, hall call buttons, hall call lights and lanterns, demolition, hazardous material removal and disposal, fire protection, air handling system, HVAC ductwork and piping, controls, electrical power, lighting and telecommunications. Detailed phasing is required to minimize down time and impact to the hospital. The Star Elevators include Cars P-8, P-9 & P-10; 10 stop elevators rated at 4000# Capacity, 500 FPM with gearless hoist machines, Swift Meridia controllers and Magnatek DC drives. The Morgue Elevator S-7 is a two-stop Montgomery Hydraulic vintage 1978.The project magnitude price range is between $1,000,000.00 and $2,000,000.00. The North American Industry Classification Code (NAICS) for this procurement is 238290 - Other Building Equipment Contractors, with a size standard of $16.5 Million.The project is scheduled to have a period of performance of three hundred sixty-five (365) calendar days after the Notice to Proceed is issued by the Contracting Officer.The solicitation (including any/all specifications and drawings) is scheduled be posted toContract Opportunities (https://beta.sam.gov) on or about November 28, 2019. The bid opening is approximately scheduled for December 28, 2019. A pre-bid conference/site walk-through will be conducted for this project and the time and date will be announced in the solicitation. All prospective bidders are strongly encouraged to attend.Pursuant to the authority 38 U.S.C. 8127 (Public Law 109-461), this solicitation will be issued as a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. In accordance with VAAR 819.7003(b), at the time of submission of bids, and prior to award of any contracts, the offeror must represent to the CO that it is a (1) SDVOSB or VOSB eligible under this subpart; (2) Small business concern under the NAICS code assigned to this acquisition; and (3) SDVOSB/VOSB listed as verified in VIP database at: https://www.vip.vetbiz.gov.
