Description
NOTE: THIS IS A PRESOLICITATION NOTICE. NO SOLICITATION HAS BEEN ISSUED.The Medical Directorate at DLA Troop Support is the inventory control point responsible for purchasing pharmaceuticals, medical, surgical, dental, optical and laboratory supplies and related equipment for U.S. soldiers, sailors, airmen and marines - around the world and around the clock. Solicitation SPE2DE-19-R-0003 is a standing solicitation from which the Government intends to award multiple contracts to manufacturers and distributors of Optical Lenses and Ancillary Items. Examples of Lenses being solicited for this solicitation include, but are not limited to Single-Vision, Semi-Finished, Bi-Focal, and ST-28 Lenses. Examples of Ancillary Items being solicited include, but are not limited to, Lens Cleaners and Cloths. Other supplies, of a similar character or type, suitable for use by DLA Troop Support customers, may be required as an improvment, replacement or supplement to items listed herein. All items submitted must be Trade Agreements Act (TAA) compliant and Food and Drug Administration (FDA) approved. The solicitation is being issued as part of a Multiple Award Schedule program complying with FAR Part 16. Subsequent orders will be placed consistent with FAR 8.4. The Multiple Award Program Contracts/Delivery orders are designed to provide logistic support that empowers customers to select products that best meet their mission needs. The objective of this solicitation is to establish long term Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for optical lenses and ancillary items through the DLA Electronic Catalog (ECAT) for delivery to Department of Defense (DoD) hosptials, clinics and any other federal customer participating in the program. Once the solicitation is issued, there will be periodic openings and closings throughout the five year period. The time for receipt of proposals will be 3:00 p.m./EST on the last business day of the month, closings will continue to be on the last business day every month and continuing up to and including the final closing date. The term of the contract will be a three-year Base Period and two one-year unilateral Option Periods. The estimated 5-year value of the resultant contracts is $24,420,400.00. The forecasted maximum of the resultant contracts is $48,840,800.00.Offerers are requested to submit complete proposals for all requirements, including all certifications, as specified in the solicitation. Proposals may be submitted any time during the open periods of the solicitation.When the soliciation becomes available, a copy of the solicitation can be obtained through the DLA Internet Bulletin Board (DIBBS), https://www.dibbs.bsm.dla.mil/. Serach the RFP/IFB Database or the Solicitation Package Search areas. Solicitation SPE2DE-19-R-0003 is expected to be issued around April 19, 2019.All responsible sources may submit a proposal and shall be considered by the Agency.
