THIS IS A SOURCES SOUGHT NOTICE ONLY.DESCRIPTIONThis notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The purpose of this notice is to identify potential offerors for information and planning purposes. The Naval Facilities Engineering Command, Far East (NAVFAC FE) is currently seeking potential sources for for a Firm Fixed Price (FFP), Indefinite Delivery/ Indefinite Quality (IDIQ) contract Integrated Solid Waste Management (ISWM) for Medical Waste (MW) Collection, Transportation, and Disposal Services in the U.S. Naval Installations in KANTO Plain, JAPAN. The resulting contract will have one (1) Base Period and four (4) Option Periods comprised of Recurring and Non-Recurring Contract Line Item Numbers (CLINs). Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. The information received will be utilized within the Navy to facilitate the decision making processes and will not be disclosed outside of the agency. All data received in response to this Source Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government.No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. An award will not be made on offers received in response to this notice in accordance with FAR 15.201(e).GENERAL INFORMATIONIn accordance with Federal Acquisition Regulation (FAR) 14.105, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.NAVFAC FE, Public Works Department (PWD) Yokosuka, Facilities Engineering and Acquisition Division (FEAD), is seeking to identify qualified, experienced, and interested businesses capable of performing the type of work as described herein.The scope of work may include, but is not limited to, Integrated Solid Waste Management (ISWM) Services for Medical Waste collection, transportation, disposal, and recycling at Navy Region Japan to include the U.S. Commander Fleet Activities Yokosuka (CFAY), Naval Air Facility (NAF) Atsugi, and Combined Arms Training Center (CATC) Camp Fuji, the New Sanno Hotel in Kanto Plains Area Japan and outlying areas support by these installations. This work may include, but is not limited to, the collection, transportation, disposal, and recycling of infectious and non-infectious medical waste and animal carcasses from designated pick-up points, including providing suitable containers for the collections and disposal of medical waste. The Contractor would be required to furnish all labor, management, supervision, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform the Government’s requirements. Interested offerors can view and/or download the solicitation from System of Award Management (SAM) website at https://beta.sam.gov/ when it is posted.CONTRACTOR LICENSING REQUIREMENTSAny contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Contractors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract. Offerors will be required to provide verification on such license prior to award of any task order to the Contracting Officer if such information is not already on file with or available to the Contracting Officer.STATUS OF FORCES AGREEMENTThe U.S. Government shall not offer “United States Official Contractor” status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) under this solicitation. Furthermore, unless specifically provided in the specific task order request for proposal, the U.S. Government shall not certify any employees of a contractor as “Members of the Civilian Component” under Article I (b) of the SOFA.SUBMITTAL REQUIREMENTSInterested firms should submit Attachment 1: Contractor Information Form.Respondents will not be notified of the results of the Navy’s market research. NAVFAC FE will utilize the information for acquisition planning purposes.
