- Description
- The announcement is for market research purposes to determine what capable businesses are available that can support the National Oceanic and Atmospheric (NOAA) All-Hazards Radio (NWR) transmitter sites in the State of Wisconsin. The Government is anticipating a base one-year contract with four additional one-year option periods for a total of five years. The National Weather Service (NWS) is a component of NOAA with a core mission of providing weather, water, and climate data, forecasts and warnings for the protection of life and property and enhancement of the national economy. The NWS operates NWR transmitters nationwide in support of providing notification for general forecast data, watch and warning dissemination, Amber Alert dissemination, and natural or manmade disaster alert and dissemination to our customers, and is an integral part of the NWS mission. The NWR network must be available 24 hours a day, 7 days a week, 365 days a year, with only a limited service interruptions regardless of conditions at the transmitter site. Some of the potential work that may be required under these requirements include all emergency corrective actions, regularly scheduled preventative maintenance actions, regularly scheduled preventative maintenance. See attached performance work statement for additional details. Responses to this request for information shall not constitute responses to any request for quote, which is not currently available. No request for quote currently exists; therefore, do not request a copy of the request for quote. The decision to solicit for a contract shall be solely at the Government’s discretion. This request for information is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information is response to this notice. Respondents will not be individually notified of the results of any Government assessments. The Government evaluation of the capability statement received may factor into whether any forthcoming request for quotes will be conducted as a small business set-aside, full and open competition, or a sole-source procurement. Firms that believe they are capable and interested in providing these services may submit a capability statement which shall be considered by the agency. The capability statement shall be no more than ten pages in length and shall address the following topics:-Organization name, address, phone number, email and point of contact information, business size classification-Brief summary describing your organization and how it is capable of meeting this requirement-Description of any work (similar to the Government’s requirements) completed previously with contract information such as estimated award value, award and completion date- Ability to meet the criteria defined in the performance work statement including ability to respond to criteria, security clearances in accordance with U.S. Department of Homeland Security, state and local governments. -Experience and working knowledge of moderate power RF transmitters manufactured by Armstrong, Crown Electronics, Nautel and Continental Electronics Corporation FM transmitters.
