Notice Type: Modification/AmendmentClassification Code: 19 - Ships, small craft, pontoons & floating docksNAICS: 336 - Transportation Equipment Manufacturing / 336611 Ship Building and RepairingSynopsis:The Naval Sea Systems Command intends to award contract modifications under contract N0002418C6413 to Oceaneering International, Inc., Marine Services Division, 2155 Steppingstone Square, Chesapeake, VA 23320, for an increase of hours in support of field change development and production, which is already on contract. The field change efforts include planning, long lead-time material procurement, production work, and testing for each DDS.The contract actions will be awarded using other than full and open competition pursuant to 10 U.S.C.2304(c)(1), implemented by FAR 6.302, only one responsible source and no other supplies or services will satisfy agency requirements. Oceaneering International, Inc. is currently performing field change development and production support under this contract and this modification will allow efforts to meet the Navy's need without causing unacceptable delays and increased cost in fulfilling the requirement.North American Industrial Classification System (NAICS) Code applicable to this acquisition is 336611. Small business size standard is 1,250 employees.The intent of this notice is not to solicit competitive offers. However, interested parties may submit a capability statement demonstrating their ability to meet the required level of technical expertise associated with Dry Deck Shelter field change development and production, as well as the ability to fulfill the mandatory Deep Submergence System Scope of Certification (DSS-SOC) qualifications requirements as defined by NAVSEA Instruction 4855.34 Rev C dated 26 December 2017 and NAVSEA Notice 5000 of 25 January 2019. Respondents must provide detailed narratives and supporting rationale/data identifying how their knowledge, skills, and abilities meet the requirements specified in the references above.Responses to this notice must be submitted via email to the point of contact listed at the bottom of this notice by 17 January 2020. Each submission should include one electronic (virus scanned) copy sent via e-mail to bebe.minger@navy.mil and scott.quiambao@navy.mil. Please submit your email with the subject line, “DDS Modification/Amendment: [Contractor].” Submit information in soft copy only. Telephonic and oral responses are not acceptable.The desired format for submissions is white paper or similar narrative. The response should be no more than one (1) single-sided page, excluding cover page. Submissions shall be in Microsoft Word 2010 or searchable Adobe Acrobat Portable Document Format (PDF).The cover page shall include the following information: Company Name; Address, DUNS number; CAGE code; and Point of Contact, including phone numbers and e-mail address. Identification and verification of the company’s business size (i.e., small, large) relative to NAICS Code 336611. If a small business, identify type of small business. Note that under FAR 52.219-14, Limitation on Subcontracting for Services, at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Include the percentage of work that will be self-performed on this project. NO CLASSIFIED MATERIAL SHALL BE SUBMITTED UNDER ANY CIRCUMSTANCE.All information received that includes proprietary markings will be handled in accordance with applicable statutes and regulations.
