Request for Information for Veterans Health AdministrationOffice of Veterans Access to Care Patient Tablet Kiosk Commercial Replacement SolutionDecember 12, 201936C10B20R0005THIS IS NOT A SOLICITATION. In lieu of an industry day as VA anticipated, a Request for Information (RFI)/Sources Sought notice is being issued in accordance with Federal Acquisition Regulation (FAR) 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes it does not constitute a Request for Quote (RFQ) - or a promise to issue a RFQ in the future. This RFI does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor s expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will NOT be returned. This announcement is based upon the best information available and is subject to future modification. An opportunity for hardware/software demonstrations may be held at a future date, depending on response and schedule.Overview: The Office of Veterans Access to Care requires a Commercial Off the Shelf (COTS ) hardware and software replacement patient tablet kiosk solution that is cloud-based, includes tablets with touchscreen interface, and all hardware incidental to the patient kiosk solution (e.g. privacy screen, device display stand, mounting hardware, USB Lightning cables with 18W USB-C power adaptors, power cleaner surge protectors power cord and cable; and card scanner ). The Contractor shall deliver a commercial replacement patient kiosk solution that provides an ongoing recharging capability (e.g. continues power source); ultra-low power consumption and extended battery life. The COTS cloud-based solution must be easily transferred from one commercial vendor to another. The Contractor s Application Programming Interfaces (APIs) shall be Substitutable Medical Applications, Reusable Technologies (SMART) Fast Healthcare Interoperability Resource (FHIR) compliant and shall be Health Level Seven (HL7) compliant.Prior to installation, VA requires the Contractor to perform surveys, data calls and assessments of the current as-is and the to-be state based on kiosk utilization for kiosk hardware equipment requirements (e.g., determine must-have quantities of tablets needed per site, as well as determine the quantities of display stands in each available style per site). The Contractor shall make recommendations to VA based on industry standards and an assessment of the kiosk as-is state for tablet display stand hardware. The requirements are further detailed in the attached draft Performance Work Statement (PWS) provided. Information Requested:Capabilities/Qualifications:Include a description of the capabilities/qualification/skills your company possesses for each of the below statements:Describe the capability to provide, maintain and support an enterprise patient tablet kiosk replacement solution that has a wide array of locations within and outside the Continental United States, in accordance with the requirements listed in the PWSDescribe the methods of training (e.g. remote, on site, webinars, FAQs) for the patient tablet kiosk replacement solution including how the training methods are structured (e.g. continuous, modules)Provide a statement on how your software will interface with the Cerner Suite Platform and Veterans Health Information Systems and Technology Architecture (VistA)Provide a Voluntary Product Accessibility Template (VPAT ) for the hardware/software that would meet the requirementsThe Government requires that the VHA Patient Tablet Kiosk Replacement Solution should be provided as Software as a Service (SaaS). VA can host the Contractor s product in the VA Enterprise Cloud if all parties agree. Provide the terms of your SaaS agreement, to include if software is a stand-alone module or part of a larger suite.Provide terms of standard and extended warranty coverage on equipment. If extended warranty coverage is not offered, please indicate that in the response. Additional Questions: In addition, please answer the following list of questions:What additional information, technical or otherwise, would you need to know in order to propose?Are there any aspects of our requirement that are unclear or appear to be missing?Rough Order of Magnitude (ROM) - Please provide any feedback on the draft PWS, to include a ROM. ROM should include pricing for SaaS per month billed annually for an enterprise, both flat rate pricing and usage-based pricing models include plan details for each. Company Information/Socio-Economic Status:Provide your company size and point of contact information (name, email, phone number);Provide supply schedule contract number, if applicable, or state if open market;Indicate whether your company, subcontractors, teaming partners, etc. have a Federal Socio-Economic Status, e.g., Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small business (VOSB), Women-Owned Small Business (WOSB), Disadvantaged Small business, and/or Hub Zone. If SDVOSB or VOSB, is your company and/or partners registered in the Veterans Information Pages repository (https://www.vip.vetbiz.gov/)?Teaming Arrangements: Description of teaming arrangements that your company would consider in performing the work. Specific Response Instructions: Please submit your RFI response in accordance with the following: 1) No more than 10-pages (excluding transmittal page). Include the name, email address and phone number of the appropriate representative of your company; 2) Mark your response as Proprietary Information if the information is considered business sensitive. 3) NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI. The Government will not review generic marketing materials that do not address the information contained herein or the attached PWS.
