THIS IS A SOURCES SOUGHT NOTICE ONLY, 2020-SS16 and a SOLICITATION IS NOT CURRENTLY AVAILABLE The United States Department of Agriculture, ARSS is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for:DEERThe result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 112990. Scope of Work: The amino acid sequence of the prion protein is a major factor in susceptibility of hosts to prion diseases such as chronic wasting disease. Most white-tailed deer appear to be highly susceptible to the chronic wasting disease (CWD) agent. Deer with specific amino acid combinations (polymorphisms) in their prion protein have been shown to be unrepresented in the CWD positive cases from premises with large numbers of positive deer. This purpose of this study is to test for potential resistant genotypes of deer through direct inoculation and exposure to infected deer of known susceptible genotypes and characterize shedding of the abnormal prion protein in deer that become infected.2.0 Background: This project requires acquiring white-tailed deer fawns born in 2019 that are: bottle raised, vaccinated, readily identifiable by radio-frequency identification (RFID) tags, of known prion protein genotypes (as described below), and derived from herds that are tested free from tuberculosis and chronic wasting disease.CONTRACTOR REQUIREMENTS3.0 Technical Requirements/Tasks: This project requires the purchase of 23 deer with specific amino acids at codons 95, 96, and or 226 of the prion protein. At codon 95 in deer, the prion protein can contain glutamine (Q) or histidine (H). At codon 96 in deer, the prion protein can contain glycine (G) or serine (S). At codon 226 in deer, the prion protein can contain glutamine (Q) or lysine (K). For this project we require deer with these prion protein properties: 3 QQ95GG96QQ226 (GG; wild type) 4 QQ95GG96KK226 (KK) 4 QH95SS96QQ226 (HS)4QH95GG96QK226 (HK) 4 QQ95SS96KK226 (SK)QQ95SS96QQ226 (SS)Fawns should be bottle raised.Fawns should be identifiable by radio-frequency identification (RFID)Fawns should have received dewormer and appropriate vaccinationsHerds should participate in the chronic wasting disease eradication program and be certified free of tuberculosis.Live delivery of fawns to location is required.Delivery shall take place at the end of December 20109 or Early January 2020. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made.
