This FBO advertisement is hereby incorporated into the RLP 20-REG03 by way of reference as an RLP attachment.U.S. GOVERNMENT seeks to lease the following office space through the Automated Advanced Acquisition Program (AAAP):City: Newark State: DE Delineated Area: Start at I-95 and S College Ave. Proceed on I-95 north until Salem Church Rd. Turn right onto Salem Church Rd and proceed until S Old Baltimore Pike. Turn left onto S Old Baltimore Pike and proceed straight as it becomes N Old Baltimore Pike and later Stanton Christiana Rd (Rt. 7). Turn left onto Olgetown Stanton Rd and proceed straight until Harmony Rd. Turn right onto Harmony Rd and proceed until Capitol Trail. Turn left onto Captiol Trail and proceed until White Clay Creek. Turn right onto White Clay Creek and proceed until Paper Mill Rd. Turn left onto Paper Mill Rd until E Main Street. Turn right onto E Main Street and proceed until S Main Street. Turn left onto S Main Street and proceed straight as it becomes Elkton Rd. Continue straight until Christiana Parkway. Turn left onto Christiana Parkway and proceed until S. College Ave. Turn right onto S. College Ave and return to origin. Minimum ABOA Sq. Ft.: 11,513Maximum ABOA Sq. Ft.: 12,088Space Type: OfficeParking: 7 Reserved Surface or Structured Term*: 17, 15 Firm *Offerors are encouraged to submit rates for all terms available in the AAAP for consideration against future GSA requirements.Agency Unique Requirements: Blocking plan must allow tenant to build two (2) unisex, single-use, private bathrooms that are directly next to the entrance of the agency’s space, but only accessible from the common corridor. Space must be contiguous on one floor. Offered space cannot be within the 100 year floodplain. Public and employee parking for vehicles beyond the required reserved spots must be onsite or within 1 block walking distance from the building. First floor space is preferred; if space is on the second floor or above, the agency must be able to construct an entrance to their space that is within the line of site of the elevator lobby and easily viewable by visitors. Design and Construction must be completed within the timeframe outlined in the AAAP Construction Schedule incorporated into RLP 20-REG03. The agency reserves the right to disqualify an offer based on unsuccessful test fits for the following reasons: Narrow Column Spacing (Columns must be regularly spaced at least 20 feet apart in both directions). Floorplans that include unmarketable space (long and narrow layouts, irregular blocks of space within the larger contiguous area, interruption of the contiguous space).Agency Tenant Improvement Allowance: Existing leased space: $48.14 per ABOA SFOther locations offered: $48.14 per ABOA SFBuilding Specific Amortized Capital (BSAC) Existing leased space: $25.00 per ABOA SFOther locations offered: $25.00 per ABOA SFHOW TO OFFER: The Automated Advanced Acquisition Program (AAAP), located at https://aaap.gsa.gov, will enable interested parties to offer space for lease to the Federal Government in response to RLP 20-REG03. In addition, the Government will use its AAAP to satisfy the above space requirement. Note: It is highly recommended that offerors start the SAM registration process ASAP. Refer to RLP Clause 3.06, Item 7.Interested parties must go to the AAAP website, select the “Register to Offer Space” link and follow the instructions to register. Instructional guides and video tutorials are offered on the AAAP homepage and in the “HELP” tab on the AAAP website. Once registered, interested parties may enter offers during any “Open Period”.The Open Period is the 1st through the 7th of each month, ending at 11:59 p.m. (ET) unless otherwise stated by the Government and unless the 7th falls on a weekend or Federal Holiday. If the 7th falls on a weekend or Federal Holiday, the Open Period will end at 11:59 PM (ET) on the next business day. Refer to AAAP RLP paragraph 3.02.A for more details on the offer submission process. The Government reserves the right to allow for multiple Open Periods prior to selecting an offer for award to meet this specific space requirement. Offers cannot be submitted during the Closed Period (Xst/th through the end of each month) and will not be considered for projects executed during that time period.This FBO advertisement is hereby incorporated into the RLP 20-REG03 by way of reference as an RLP attachment.Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the requirements in this FBO advertisement and in the RLP requirements package found on the AAAP website. During an Open Period, offerors will be permitted to submit new offers or modify existing offers. Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period.The offered space must comply with the requirements in this FBO advertisement and RLP 20-REG03 and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, seismic, energy, and sustainability standards in accordance with the terms of the Lease. The Lease and all documents that constitute the Lease package can be found at https://lop.gsa.gov/aaap.* If you have previously submitted an offer in FY 2019, the AAAP application has a copy feature which will allow existing offers to be copied over to the FY 2020 RLP in order to avoid having to re-enter all of the data manually.
