Description
1. The Government of Benin (the "Government") and the United States of America, through the Millennium Challenge Corporation ("MCC"), have entered into a Millennium Challenge Account Compact of approximately US$ 375 million ("MCC Funding") to promote poverty reduction and economic growth in Benin (the "Compact"). The Government, acting through MCA-Benin II (the "MCA Entity"), intends to use part of the MCC Funding to eligible payments under the contract for which this Request for Qualifications ("RQ)") is issued. Any payments made by the MCA Entity in accordance with the proposed contract and during the implementation of the Compact will be subject, in all respects, to the terms of the Compact and related documents, including restrictions on the use of the MCC Funding and disbursement conditions of the MCC Funding. No party other than the Government and the MCA Entity will obtain any right under the Compact or have any right in relation to the amounts of the MCC Funding.2. The Benin Power Program consists of four (4) projects: (i) Policy Reform and Institutional Strengthening Project; (ii) Electricity Generation Project; (iii) Electricity Distribution Project; and (iv) Off-grid Electricity Access Project. The Compact’s objective is to increase productivity and production at enterprises, generate economic opportunities for households and improve provision of public and social services by increasing the quantity and quality of power in Benin. The Compact will run for a period of five years after its entry into force on June 22, 2017.3. This Specific Procurement Notice (SPN) follows the General Procurement Notice No. 6 posted on dgMarket on November 4, 2019, in the UN Development Business Online ("UNDB") on November 04, 2019, on the MCA Entity website (www.mcabenin2.bj) on October 31, 2019 and in published in the local newspaper "La Nation" and "Le Matinal" on November 04 and 07, 2019.4. MCA-Benin II now invites interested individual consultants, possessing experience in developing the convention of exploitation of the CEB backbone optical fiber by SBEE, within the framework of the exploitation of its distribution network from the Dispatch Centre.The consultant services will be required for an estimated period of fifteen (15) weeks from the date of signature of the Contract.More details on these consultant services are provided in the Request for Qualifications document (Annex B, Terms of Reference).5. The Request for Qualifications is open to all eligible persons (''Individual Consultants'') who wish to participate. The Individual Consultants cannot associate in groups/associations or subcontract the services.6. A Consultant will be selected in accordance with the Procurement Method for Individual Consultant Services (ICS), in accordance with the “MCC Procurement Program Guidelines” available on the MCC website www.mcc.gov7.
