Description
The USDA, Animal Health Inspection Service (APHIS) intends to award a sole source Firm Fixed Price service contract under the statutory authority permitting Other than Full and Open Competition per statutory authority is 41U.S.C. 253(c)(1) FAR 6.302-1 to Department of Agriculture, State, Hawaii. The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs.Kennels that are managed and owned by the State Agriculture Department of HI. They have been used in the past couple of years for this ongoing PPQ Mission Requirement in the Kenneling aid of our detection Beagles which are utilized to detect harmful and non-permitted agricultural materials to enter into the US Boundaries. To maintain inspection integrity related to all inspection process. The Department of Agriculture for the State of HI Kennels are currently the only vendor that can provide all the necessary kennels, areas and security required as per the scope of work. Other manufacture searches found others to be in light kenneling services without the needed security and distance from main area of service is too far for daily travel. Services provide will be as follows: Provide a minimum of 12-separate, securely fenced outdoor kennels with weatherproof roofing to house Plant Protection and Quarantine (PPQ) Beagles. The kennels will be located in a consolidated area of the facility for exclusive use by USDA PPQ, separate from canines of other agencies. Each individual kennel will be a minimum of 6’ x 20’ under roof to include an enclosed housing area of 6’ x 6’3”. Provide a 2’ x 3’ platform stand in each individual kennel. Allow PPQ Canine Officers access to the kennels 24 hours a day, 7 days a week. The main vehicle and pedestrian entry gate for the Animal Quarantine facility will be secured by a keyed lock. All PPQ Canine Officers will be provided a key. Facility shall be located within 5 miles of the Honolulu International Airport. Provide basic Nutro brand or PPQ approved equivalent dry food for canines. PPQ Canine Officers will provide any type of specialized food. Provide hose bib in each individual kennel for cleaning/washing and for drinking water supply. Provide a minimum of 12 parking stalls and allow overnight parking. Parking lot will be in a securely fenced area with a keyed lock. All PPQ Canine Officers will be provided a key. Provide ample lighting at entry gate for access after daylight hours. Facility shall be double fenced to prevent escape of canines. Provide rubbish bin for disposal of waste. Bin shall be a minimum of 3 cubic yards in size and located onsite. Facility will provide a disposal service to empty and/or replace the bin on a regular schedule. Provide an indoor, air-conditioned, training facility with operating conveyer belt, and ample space to conduct annual certification testing. Provide a fenced lawn area to exercise canines. Lawn area maintained by facility. Interested sources that are capable of providing the equivalent supply listed above are encouraged to submit statements of capability to the contracting office. Small business concerns are encouraged to participate. This notice of intent is NOT a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this proposed action is based upon responses to this notice is solely within the discretion of the Government.Information received will be considered solely for the purpose of determining whether conducting a competitive (i.e. non-brand name) procurement is in the best interest of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide past performance and references regarding your ability to provide this supply and service along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
