- This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopsis of Proposed Contract Actions."US Army Corps of Engineers (USACE), Portland District intends to negotiate/award a sole-source contract with Propuslion Systems, Inc. The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1 and DFARS 206.302-1, Only one responsible source and no other services will satisfy agency requirements.Dredge Essayons uses a proprietary Controllable Pitch Propeller (CPP) system designed and manufactured by Propulsion Systems, Inc. (PSI) of Seattle WA. This design utilizes a bolted flange at the propulsion hub to tailshaft connection. These bolts are of a proprietary design that helps to prevent CPP oil from escaping into the water and keeps sea water out from contaminating or corroding the CPP system.A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 332999 - All other Miscellaneous Fabricated Metal Product Manufacturing. The size standard is 750 for this NAICS code defined by the U.S. Small Business Administration.THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. All responsible sources may submit a capability statement to the contracting officer before the notice end date. If no affirmative written responses are received by 12:30 PM local time on 31 December 2019, an award will be made without further notice. Oral communications are not acceptable in response to this notice.A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
