- Notice of IntentTHIS IS NOT A REQUEST FOR QUOTE. The United States Air Force (USAF) intends to award a sole-source contract to Becklin Holdings, Inc., dba ECS Composites in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The USAF requires 3 each TSC Legacy 20U Transfer Cases. These items are commercial in nature with modifications to manufacture VDATS PA-1. ECS Composites has already performed the Research & Development for the necessary modifications to guarantee that no disruption to the existing program data flow is incurred by the introduction of systems and parts incompatible with the core VDATS DA station. Any other vendor would require significant Research & Development to provide a 20U Transfer Case identical in form, fit and function to what ECS Composites can provide.Please contact Dwight Harman at dwight.harman@us.af.mil by noon EST on 20-December-2019 for all questions and concerns.The USAF intends to award this contract on 21-December-2019.
