- In accordance with Federal Acquisition Regulation 13.106-1(b)(1), the US Environmental Protection Agency intends to award a sole source fixed-priced Purchase Order. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. The US Environmental Protection Agency (EPA), National Exposure Research Laboratory, Exposure Methods & Measurements Division, Air Quality Branch located in Research Triangle Park, NC 27711, has a requirement for a new Dual-laser system Model Number TILDAS-FD-L2, configured for the simultaneous detection of the HCHO, HCOOH with one laser and OCS, CO2 with the other laser with a 76 m optical multipass cell. Aerodyne Research, Inc. of 45 Manning Road, Billerica, Massachusetts, 01821-3976 USA is the sole manufacturer of the Dual-laser system Model Number TILDAS-FD-L2 with the associated capability to provide for the simultaneous detection of the HCHO, HCOOH with one laser and OCS, CO2 with the other laser with a 76 m optical multi-pass cell.Additionally, the Aerodyne Trace Gas Analyzer for HCHO, CO, OCS, and CO2 will need to be compatible with existing Aerodyne laboratory instrumentation and software to enable the transfer and reproducibility of methods and data from one Aerodyne instrument to another to support on-going research. The following specifications are also deemed to be exclusive to this system configuration:1) Instrument must simultaneously measure formaldehyde (HCHO), carbonyl sulfide (OCS), carbon monoxide (CO), and carbon dioxide (CO2) at 1-second time resolution 2) Instrument must have the following (1s) minimum precisions (at typical ambient conditions): HCHO � 100 ppt, OCS � 15 ppt, CO2 � 0.2 ppm, CO � 1 ppb.3) Instrument must have an absolute accuracy of 5% or better for HCHO, OCS, CO2, and CO (based on HITRAN line parameters)4) Instrument must have an optical path length of 76 meters or higher using an optical multipass cell5) Instrument must use TDLWintel software for instrument control and data acquisition for compatibility with existing infrastructure and software6) Instrument must be capable of 10 hz eddy covariance flux measurements of measured species The North American Industrial Classification System (NAICS) code for this effort is 334516 and the business size standard is 1,000 employees. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy this requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet this requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 1700 PM EST on December 31, 2019. Responses must be submitted in writing to porter.anthony@epa.gov no later than the time and date noted above. Telephone responses and requests will not be accepted.A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government.
