- Special Notice Number: HHS-NIH-OD-OLAO-SS-20-004Project Title: Food Services for NIH Leased Facilities at 5601 Fishers Lane and 6701 Rockledge DriveTo encourage competition and for government planning purposes only, this is a special notice to inform all vendors that The National Institutes of Health intends to issue a Request for Proposals (RFP) on or about January 6, 2020 to provide cafeteria services.The vendor shall establish and operate food service facilities at two (2) leased facilities in Rockville, Maryland at 5601 Fishers Lane and 6701 Rockledge Drive in the contractor's name, for the purpose of dispensing food, nonalcoholic beverages, supporting catering events as requested and such other items as may be authorized in accordance with the terms and conditions of the contract.Description of Facilities:5601 Fishers Lane includes a cafeteria and a coffee kiosk. The 9,800 square-foot cafeteria, located on the lobby level, seats up to 142 guests. It features stations for deli, grill, paninis, pizza, display cooking, and sushi, and a combination hot and cold bar. Typical offerings also include coffee, fountain and bottled beverages. The coffee kiosk is located adjacent to the Conference Center and it is open daily, Monday through Friday. It offers a range of specialty coffees, hot and cold beverages, pastries, and sandwiches, under license from Starbucks. Outdoor patio seating is available for both the cafeteria and coffee bar. The building population is 1,611 and we estimate the daily building occupancy rate to be approximately 80%. Daily staff counts for the building average between 1,100 and 1,200 building personnel. The conference center on the property holds 300 persons and is used extensively throughout the year. NIH conference organizers may request catering services (which would fall outside the prevue of the contract), but organizers are not required to utilize the on-site operator. The Maryland Business Enterprise Program for the Blind (MBEPB) oversees the operation of a Randolph-Sheppard Act (RSA) concession stand, located on the main level lobby.The 6701 Rockledge Drive cafeteria is a full-service cafeteria, currently under construction, it is located on the 1st floor of the building and will seat up to 120 guests. It will feature a grill, pizza station, deli, self-serve salad and soup bar, sushi, and action stations. Typical offerings will also include coffee, fountain and bottled beverages.The combined building population at full occupancy is expected to be approximately 2,600 staff by January 2021. We estimate the daily building occupancy rate to be 80%. The conference center, currently under construction, will accommodate up to 700 outside attendees. Conference organizers may request catering services, but organizers are not required to use the on-site operator. Adjacent to the conference center (located on the 2nd floor of 6701 Rockledge Dr) will be a small concession stand serving coffee and other sundry items; it will be independently operated by the Maryland Business Enterprise Program for the Blind (MBEPB) under the Randolph-Sheppard Act.The anticipated period of performance is for a base period of five years with two (2), two (2) years option periods. This procurement is open to all large and small businesses. The American Classification Code (NAICS) is 722310 (Food Service Contractors) with a size standard of $35.5 million.The Government anticipates an award of a no-cost type performance-based contract. The solicitation will be made available on or about January 6, 2020 and will be posted to the Federal Business Opportunities website (FBO). All future information concerning this acquisition, including the solicitation for download and any amendments to the solicitation, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information concerning this acquisition. Any requests for hard copies of the solicitation will not be honored.NOTE: Please refrain from submitting any questions at this time, as NIH will not be answering any questions prior to the release of the RFP. The Department is in the process of finalizing the requirement. Any information about a pre-proposal conference and site visits will be included in the RFP.
