- NOTE: This Request for Quotation (RFQ) is a continuation of pre-solicitation notice # 89503020QWA000049 and has been renumbered to 89503020QWA000050 due to system issues.The Department of Energy/Western Area Power Administration (WAPA) has a requirement for Centralized Helicopter Maintenance Services for its fleet of Bell 407 helicopters. The successful contractor shall furnish all labor, supervision, facilities, materials, equipment, tools, emergency repairs and supplies necessary to provide Centralized Helicopter Maintenance Services including but not limited to the scheduled major inspections, overhauls, major alterations, major repairs, unscheduled major inspections, scheduled inspections, and annual inspections on WAPAs four Helicopters and their components. This includes the time between overhaul (TBO) inspections and replacement of retirement life items listed under the following type certificates: H2SW and E1GL, with latest revisions. WAPA operates the following four Bell Helicopter Model 407 aircraft:Registration #N617DE, Serial #53867 (based at Loveland, CO),Registration #N618DE, Serial #53798 (based at Bismarck, ND),Registration #N619DE, Serial #53410 (based at Phoenix, AZ),Registration #N620DE, Serial #53885 (based at Chico, CA),The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13, pursuant to the authority provided under FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items.This requirement has been 100% set-aside for small business concerns. The North American Industry Classification System (NAICS) is 488190 and the size standard is $35.0 million. The Government intends to award to the responsible small business contractor whose quote is determined to be the best value to the Government based upon technical, past performance, and price related factors.The resulting acquisition vehicle will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a one (1) year base period and up to four (4) option years. The anticipated contract award minimum is $35,000.00 and maximum is $6,500,000.00 over the potential maximum five (5) year ordering period. It is anticipated that orders under the IDIQ contract will be awarded on a Firm-Fixed-Price (FFP) basis.In accordance with FAR 5.207, all responsible sources may submit a quotation, which shall be considered by the agency. It is highly recommended that, prior to submitting a quotation, interested parties obtain a Dun and Bradstreet (DUNS) number and register in the System for Award Management (SAM), www.sam.gov, as these requirements are mandatory for any firm selected for a contract award.It is the potential vendors responsibility to monitor Federal Business Opportunities (FBO) website (www.fbo.gov) for the release of amendments (if any), or other documents relating to this procurement.Questions will only be accepted via e-mail to Wes Aumiller at aumiller@wapa.gov by 5:00 PM EST on 20 December 2019.
