- Description
- The Office of Acquisition and Agreements Management (OAAM), Acquisition Management Division (AMD) of the National Institute of Standards and Technology (NIST), on behalf of the NIST Public Affairs Office/Conference Program and Audiovisual Services Group, intends to negotiate on a sole source basis with IL Creations of Rockville, MD, to provide meals and refreshments to attendees of a meeting being held on-site at the NIST campus in Gaithersburg, MD. The Identity Management & Access Control in Multi-Clouds Conference will focus on identity management and access control in multi-clouds to mitigate insider threats and return control back to owners of applications and data. The conference will feature experts on service mesh architectures, identity, and access control in the modern-day cloud architecture. The conference will offer attendees the opportunity to gain insights into these emerging technologies and connect with tool and integration experts.The Contractor shall provide food and beverages for the Identity Management & Access Control in Multi-clouds Conference being held at the NIST campus in Gaithersburg, MD, January 23-24, 2020. There are no meeting space, audio visual, room block, or on-site support requirements for this conference. SOLE SOURCE DETERMINATION IS BASED UPON THE FOLLOWING:The National Institute of Standards and Technology/Public Affairs Office works to help ensure strong, mutually beneficial relationships with NIST's major stakeholder groups. The Conference Program and Audiovisual Services Group of the Public Affairs Office supports NIST Laboratories and major programs by providing professional conference planning and audiovisual services in a cost-effective manner and in accordance with all Government rules and regulations. NIST will collect registration fees and use fees to cover subsistence. The on-site cafeteria, managed and run by IL Creations, is the only suitable seating area at NIST to host 200-300 individuals for lunch. As IL Creations is under contract with NIST to manage and run the cafeteria, no other vendor is permitted to use the cafeteria. Therefore, IL Creations is the only source that can provide meals and refreshments for meetings held on-site at NIST.This notice of intent is not a request for competitive quotations. This notice closes on December 31, 2019.While regulations permit interested parties to respond to this notice, there is only one contract holder for the NIST cafeteria at the Gaithersburg, MD campus. Therefore, there is no basis for any other source to assert that they possess the necessary access to the cafeteria that is required to provide the food and beverages for this on-site event.A determination by the Government to compete this requirement based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to compete this requirement.
