Please use this new notice as the official solicitation source.The General Services Administration (GSA), Public Building Service (PBS) is issuing this Request for Proposal (RFP) for Commercial Items Procurement for combined custodial, building operations, and mechanical maintenance services for the Land Ports of Entry (LPOE) in Jackman (ME0823BJ, ME0824BJ, ME025BJ) and Coburn Gore (ME0551BE, ME0552BE, ME0553BE, ME0554BE, ME0555BE), Maine. Services include janitorial and related services, snow removal services, landscaping services, building operations services, preventative and predictive mechanical maintenance services, corrective maintenance services, minor repairs, and minor alterations to buildings. This will be a performance based service requirement to provide management, supervision, labor, materials, equipment, and supplies and is responsible for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, minor repairs of equipment and systems, minor construction services, custodial services, snow and ice clearing services, landscaping services pest control, solid waste removal, and recycling.This procurement in being solicited and awarded on a competitive basis using Simplified Acquisition Procedures in accordance with FAR part 13.5. The anticipated period of performance is a twelve (12) month base period from June 1, 2020 through May 31, 2021 with four (4) option periods of twelve (12) months each.The Government anticipates awarding a single Firm-Fixed Price contract with Indefinite Delivery, Indefinite Quantity (IDIQ) line items for additional and above standard services. Additional services may be ordered at the discretion of the Government for work relating to the operations, maintenance and repair or upgrade of the covered facilities, but not covered in the basic services of the contract, as described in this document. This will be a Performance Based Service Contract, which means that the GSA will provide a Performance Statement of Work (PSOW) which will state the GSA's requirements in terms of performance standards and the Contractor will provide a proposal that will demonstrate how they will meet those standards. This procurement is a 100% Small Business Set-aside with a preference for a Woman Owned Small Business. The primary NAICS code is 561210, Facilities Support Services with a size standard of $41.5 Million.A Pre-Proposal Conference and Site Visit is scheduled for December 18, 2019 at 9:30 AM at the Land Port of Entry in Jackman, Maine. Award is anticipated to be on or about March 1, 2020 with services starting on June 1, 2020.The solicitation will be available to download via this website only.
