8A 8(a) Set-Aside (FAR 19.8)
 
Description
In accordance with FAR 19.800(f), General Services Administration (GSA) obtained a delegation from the Small Business Administration permitting direct 8(a) contracting as documented through GSA’s Partnership Agreement. This requirement has been offered and accepted into the 8(a) program, making this a competitive 8(a) set-aside. This pre-solicitation notice is not to be construed as a formal solicitation or Request for Proposals (RFPs). Submitting comments and questions on attached documents are voluntary and participants will not be compensated. Your response will be treated as information only. It shall not be used as a proposal. Any submitted documentation, upon delivery, becomes the property of the U. S. Government and will not be returned. Questions or comments concerning this notice should be addressed to the Contracting Officer. The Special Programs Division of Public Buildings Service/GSA plans to release an RFP for construction services to renovate Building 185, 101 Clinton Wharf, Brooklyn, New York. The procurement will be conducted in accordance with FAR Subpart 15.3, Contracting By Negotiation. Selection of participants for this requirement shall be based upon specific evaluation criteria as set forth in the solicitation as well as applicable Federal Acquisition regulations governing same. The Government will award a contract resulting from this Solicitation to the responsible Offeror whose offer conforming to the Solicitation will be the best value to the Government, Total Evaluated Price and other factors considered. In addition to Total Evaluated Price, the following non-price factors shall be used to evaluate offers: (a) Experience on Comparable or Similar Projects, (b) Past Performance of Offeror and Key Trade Areas, and (c) Understanding Requirements/Management Approach. Non-Price Factors, when combined, are significantly more important than Total Evaluated Price. The total estimated dollar value for this procurement is between $5 million to $10 million dollars and the applicable NAICS code is 236220. The estimated period of performance is for 190 calendar days after the notice to proceed. Bidding on this requirement is restricted to 8(a) firms that are serviced from the New York and New Jersey Small Business Administration (SBA) District Offices and 8(a) firms that have an SBA approved bona-fide place of business located within the geographical boundaries of said District Offices. A solicitation will be released at a future date. If your company desires to submit questions or comments provide input not later than 4 pm Central January 1, 2020.
