Description
Combined Synopsis/Solicitation (Best Value)The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center - Pacific requires two new oceanic cable blocks for the upcoming field season. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii) Solicitation number NMAN7941-20-00373 is issued as a firm fixed price, commercial, request for quotation (RFQ).(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-02.(iv) This is a small business set-aside. The NAICS code for this acquisition is 333923, Overhead Traveling Crane, Hoist and Monorail System Manufacturing; the small business size standard is 1250 Employees.(v) Line items are as follows:CLIN 1: 2 EA Harken Part # IN8355 500mm / 9.5mm cable blocks or equal including shipping in accordance with the attached statement of need, specs, and terms and conditions.(vi) Description of requirements for the items to be acquired: The NOAA ship Oscar Dyson requires 2 ea oceanic cable blocks equal to Harken Part # IN8355 as specified in the statement of need. Alternate brand will need to demonstrate equal or improved performance and weight, offering best value to the government as shown in the statement of work and clause 52.212-2. Delivery should be included in the quote. Quotes not on company letterhead will not be accepted.(vii) Date(s) and place(s) of delivery and acceptance and FOB point.
