- The Federal Bureau of Investigation (FBI) intends to award a firm-fixed price contract on a one time, sole source basis to: Bound Tree Medical, LLC, 5000 Tuttle Crossing Blvd., Dublin, OH 43016 for the purpose of maintaining the stock of medical supplies and/or 24 hour shipment of medical supplies and/or providing rotational medical supplies in support of the FBI National Tactical (SWAT/TS) operations. Due to the unpredictable nature of providing emergency medical care, and the unforeseeable adversarial and environmental threats to human life specific to each operation, it is necessary to maintain flexibility in terms of which items are purchased, in what quantity, at what time and to where they will be shipped.The FBI requires the ability to purchase a specific scope of medical supplies from a product catalog in support of tactical operations and training. In this capacity, emergency medical care is prepared for and administered in the field. This requires maintaining a stock of medical supplies for tactical operations as well as a resupply and surge capability for large scale operations or in response to natural disasters. The vendor must meet the requirement of having a diverse selection of medical supplies in large quantities with the ability to rapidly deploy these items within 24 hours of ordering to wherever directed by the FBI. They must have the ability to function from multiple warehousing locations to ensure that the FBI can receive products if one location is no longer operational due to man-made or natural events. They must be able to conform products and packaging in accordance with FBI approved allowances for medical supplies. This entails custom supply kits and pre-stocked medical bags. Bound Tree Medical is uniquely qualified to provide these services to the FBI. They have a Federal Government Division and DENS number to facilitate U.S. Government contracts. Bound Tree Medical is the only vendor who currently provides access to a new medication, Dsuvia, its training information and training devices. They are also the sole vendor for the “UCAPIT” medication access and inventory management systems and supplies utilized for these systems.The medical supply requirements are established by FBI, Human Resources Division, Office of Medical Services and are founded on national standards of emergency medical care, Tactical Combat Casualty Care Guidelines, the American Heart Association, the National Registry of EMTs and specialty training certification standards for dive medicine, wilderness medicine and K-9 medicine. The FBI cannot implement changes to overcome any obstacles imposed by national certification bodies for which we are bound to comply.The resultant contract will allow the FBI to accomplish its mission of providing a diverse selection of medical supplies for training throughout the 56 Field Offices and SWAT/TS operations. It will give the FBI the ability to receive custom-package medical supplies as requested, incorporating specific contents and quantities that can be shipped within 24 hours, if necessary, to every FBI Field Office and Quantico from multiple regional warehouses; ensuring all FBI tactical elements are in a state of mission-readiness.The FBI intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1).
