Description
The Office of Acquisition and Agreements Management (OAAM), Acquisition Management Division (AMD) of the National Institute of Standards and Technology (NIST), on behalf of the Material Measurement Laboratory/ Material Measurement Science Division (MML/MMSD), intends to negotiate on a sole source basis with Cameca Instruments, Inc. of Madison, WI, to provide an upgrade to a NIST-owned local electrode atom probe (LEAP) instrument, a Cameca LEAP-4000X SI/HR, purchased in 2010. NIST conducts cutting edge measurement science research aimed at improving the accuracy of quantitative chemical and isotopic analyses. Such research is conducted via this instrument. The LEAP-4000X SI/HR is almost 10 years old and no longer delivers performance comparable to the current state-of-the art instruments. The instrument is currently under service contract and meeting all manufacturer performance specifications.The current generation of atom probe instruments, including the LEAP-5000XS, offer an ion detection efficiency approximately 30% higher than NIST’s existing tool and gives access to a wider range of data acquisition conditions - both essential for establishing the limits of accuracy and detection in atom probe-based measurements. A field upgrade will allow the LEAP-4000 instrument to achieve levels of performance equivalent to the current generation of atom probe instruments.The Contractor shall upgrade the NIST-owned Cameca LEAP-4000X. The upgrade shall include all of the following:-Performance enhancements to make the NIST-owned instrument equivalent to a LEAP-5000XS instrument and pass the LEAP-5000XS Factory and Site Acceptance Tests;-Upgrade the single-ion detection system;-Upgrade the voltage pulsing system;-Upgrade the instrument control systems and vacuum system components;-Onsite installation and training; and-Warranty.SOLE SOURCE DETERMINATION IS BASED UPON THE FOLLOWING:Only Cameca Instruments can deliver the required upgrade that will enhance the performance of the existing instrument resulting in performance equivalent to that of a LEAP-5000XS instrument and no loss of capability inherent in the LEAP-4000 platform. Cameca Instruments is the sole manufacturer and distributor of the LEAP series of instruments. Cameca owns all rights to this commercial system and has no distributors. No other party has access to all of the hardware and software components, technology, intellectual property, or expertise necessary to complete the required upgrade.This notice of intent is not a request for competitive quotations; however, responses received byDecember 31, 2019 will be considered by the Government. Any party responding to this notice must provide clear and specific documentation of the expertise, knowledge and resources they possess or have access to, that will support their capability to successfully provide an install an upgrade to NIST’s existing instrument that will result in performance equivalent to that of a Cameca Instruments LEAP-5000XS instrument and no loss of capability inherent in the LEAP-4000 platform.A determination by the Government to compete this requirement based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to compete this requirement.
