Description
The US Army Corps of Engineers, Walla Walla District is issuing a solicitation for the purchase of a Garlock Turbine Blade Seals, commercial supplies, prepared in accordance with Federal Acquisition Regulation 12.6. The NAICS code applicable to this acquisition is 339991, with a Small Business Size Standard of 500 employees as determined by 13 CFR 121.104.Competition for this requirement is Set-Aside for small business. Offers received from other than small business offerors will not be considered. When available, the solicitation documents for this project W912EF-20-Q-0016 will be provided via Beta.SAM https://www.beta.sam.gov on or around 18 December 2019. Please do not submit a quote without the solicitation package that will be provided to industry by the Government as specified above. The solicitation will be a Request for Quote (RFQ). The official quotation due date will be contained in the solicitation and any solicitation amendments that may be issued.SCOPE OF WORKThe contractor shall furnish three (3) sets of seals which will be installed by the Government at McNary. Each set shall contain all of the parts needed to replace all of the seals on three (3) 6-bladed Kaplan turbine runners. The seals shall include a split to allow for field installation and provisions for on-site joining during installation. Existing seals that will be replaced are items 251, 252, 253 and 254 on Seal Ring drawing 4296-BN11-1.Function: The turbine blade seals shall completely seal out cold water and seal in turbine oil.Dimensions: The seals shall be designed to fit within the existing packing box. Original dimensions of the packing box are on attached drawings 4296-BN2-1, 4296-BN3-1 and 4296-BN11-1. However, seals must perform their function in the existing packing box. Existing condition measurements are attached. These measurements show the width, depth, and the amount of follower that enters the box for compression. With the follower installed, the existing packing box height ranges from a minimum height of (3.990 - 0.19 =) 3.800 to a maximum height of (4.015 - 0.140 =) 3.875. The packing box width varies from .981 wide to 1.032 wide.Each blade seal set shall consist of:(2) PC STYLE 3000 GARLOCK SPACER 1/32” THICK NITRILE FIBER—for ease of installation, cut spacer in half and “dovetail” ends so they fit together.(2) PC STYLE 3000 GARLOCK SPACER 1/16” THICK NITRILE FIBER—for ease of installation, cut spacer in half and “dovetail” ends so they fit together.(2) PC STYLE 261RH GARLOCK FEMALE SUPPORT ADAPTER(2) PC STYLE 261RH GARLOCK MALE(4) PC STYLE 435 GARLOCK CHEVRON VEE-RING - PRE-SHRUNK Cotton fabric with Nitrile elastomerThe contractor shall provide drawings and installation procedures for the seals provided. All drawings and installation procedures shall be provided by the contractor at the time of shipment of the seals. The drawings and installation procedures shall be provided in Adobe Portable Document Format (PDF).Important Note: the Beta.SAM response date listed elsewhere in this synopsis is for Beta.SAM archive purposes only.
