The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.The U.S. Department of State's (DoS), Office of Aviation (INL/A) supports the Bureau of International Narcotics and Law Enforcement Affair's (INL) interregional aviation program, playing an important and crucial role in the USG’s efforts in waging an aggressive and effective attack against the foreign drug and crime threat. The Office of Aviation supports host governments worldwide in their efforts to locate and eradicate illicit drug crops, interdict illicit drug production and trafficking activities, and develop their own institutional counter-narcotics aviation capabilities.The Office is responsible for providing the aviation assets, USG contractor services and the personnel to oversee and manage the assistance provided so that the host government can conduct air-supported curtailment of the supply of illegal drugs through eradication of drug crops, interdiction of refining laboratories and trafficking activities, and other enforcement operations as defined by the USG-Host Government bi-lateral agreements. The aviation assets and personnel are managed by the INL Section of the U.S. Embassy in Lima and operate from a Main Operating Base (MOB) in Pucallpa and up to four forward operations bases (FOB) east of the Andes. The INL Section must insure that these assets are adequately protected and utilized in accordance with INL/A Operations Directives. Host nation personnel must be trained and supervised to provide the required base security, support air operations and perform base upkeep and maintenance.The purpose of this Personal Services Contract (PSC) position is to provide a UH-1HII helicopter Aviation Standardization/Operations Advisor for the bilateral CN aviation program in Peru. The Aviation Standardization/Operations Advisor serves as the aviation operations, training and safety advisor to assist the Senior Aviation Advisor by providing operations oversight for the Rotary Wing and Fixed Wing, including the standardization, safety and training programs for program implementation, direction, and execution in the support of host nation counter-narcotics (CN) efforts. The Aviation Standardization/Operations Advisor advises/oversees and is required to assist in the development, coordination, and implementation of all aspects of aircraft operation, safety and training in support of counter-narcotic operations.DUTIES AND RESPONSIBILITIESUnder the direct supervision of the Lima, Peru, INL Senior Aviation Advisor, or his/her designee, the Aviation Standardization/Operations Advisor will perform the following duties: Performs oversight and evaluation of contractor operations, training and safety programs under the Worldwide Aviation Services and Support contract. Oversight includes but is not limited to reviewing and recommending approval of waivers to published directives, authorizing use of Office of Aviation aircraft, reviewing contractor flight operations procedures, and monitoring and evaluating contractor pilot proficiency. Submits periodic written evaluations of the contractor's activities and provide comprehensive award term input to the SAA regarding contractor activities related to aviation support for inclusion in the monthly award fee evaluation. Conduct regular Quality Assurance inspections under the SEESOR program. Assists the SAA in directing and coordinating aircraft and personnel deployments within Peru for providing aviation support to Chief of Mission and Diplomatic Security. Develops, coordinates, organizes, and implements comprehensive operational systems and procedures for the Office of Aviation. These operational systems and procedures include but are not limited to the Department of State Aircrew Training Program, Department of State Aviation Operations Directives, Department of State Guide to Aviation Training and Standardization, Department of State Aircrew Training Manuals, Office of Aviation Standard Operating Procedures for aviation operations in Iraq, and Deployment Operations procedures. Develops operational tactics and new training procedures (through the contractor and the Office of Aviation training/standardization staff) for enhancing aviation operations. These tactics and procedures include but are not limited to Night Vision Goggle tactics in support of the aviation transportation mission in Peru. Provides direction and oversight for contractor. Implement DoS INL Office of Aviation flight regulations, aviation training and standardization, and aircrew training programs. Provide oversight of the aviation standardization program. Collects, reviews, and disseminates data on aviation tactics, techniques, and employment Prepares reports, without using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type.TRAININGS & DISTANCE LEARNING COURSES Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT650) prior to deployment to Post. If applicable - Consultations with the INL Program Office may be required.PLACE OF PERFORMANCE & TRAVEL REQUIREMENTSUS Embassy Lima, Peru. Completed work is reviewed for timeliness and effectivenessCOMPLEXITYThis position involves developing detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or develops criteria for evaluating the effectiveness of the program. Coordinating plans with various other groups including international donors, the U.S. Embassy, and the Government of Peru can be complicated.Projects require dynamic leadership, expertise and complex innovation, strict adherence to high-level policy without lower level interpretive assistance, and the ability to single- handedly or in concert with a variety of other stakeholders resolve critical problems and achieve difficult goals that may impact other programs. They are broad in scope and complicated by many complex features, technical, administrative, or political in nature.This position involves providing aviation support, under Chief of Mission (COM) authority, to meet transportation and/or Foreign Assistance Aviation Program requirements. Aviation support includes fixed and rotary wing travel in support of COM personnel to multiple domestic and international locations. Monitors and evaluates the aviation support services contractor performance in maintenance.SCOPE AND EFFECTIVENESSGuidelines consist of USG and Department of State Acquisition Regulations, and accepted legal principles and theories. In addition, the Advisor must be able to determine application of basic administrative policy statements concerning the issue or problem under study. The Advisor must also consider and adhere to various other existing federal regulations, and the interaction between DOS policies, legislation, the Foreign Assistance Act, and other authorization and appropriations in the INL account, applicable National Security and Presidential Decision Directives, OMB Circulars, and Department of State financial operating procedures and policies. The Senior Aviation Advisor is recognized as a substantive authority on overall management and/or interpretation of guidance on program and project planning and evaluation in a specialized area.PERIOD OF PERFORMANCEThe period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions.MINIMUM QUALIFICATIONS U.S. citizenship with the ability to obtain and maintain Department of State Secret level security and Medical clearances. Department of State Ethics clearance (if applicable). (Security clearance upgrade to TS level may be required). Knowledge of Aviation Aircrew Training and Standardization Programs, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. Possess a current US FAA Commercial Pilot Certificate Rotorcraft, Helicopter Instrument and/or Airplane, Single/Multi-Engine Land with Instrument rating or military equivalent ratings. Qualified and tactical experience with Night Vision Goggles operations. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. Qualification/certification and experience as a military flight instructor or FAA Certified Flight Instructor in a formal training program involving the qualification and standardization of pilots and other aircrew members. Knowledge of FAA Aviation Safety regulations and procedures. Knowledge of tactical employment of aircraft in a high threat environment, including the capabilities, limitations and techniques of employment of fixed and rotary wing aircraft. Experience as an aircraft operations officer/manager in a military or civil organization involved in the training and standardization of pilots and crewmembers. Experience with the deployment of aircraft to OCONUS locations is desirable. The Aviation Standardization/Operations Advisor should have knowledge of command communications and government intelligence procedures.GOVERNMENT-FURNISHED EQUIPMENTThe PSC shall be able to use a furnished office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State DoS.LEVEL OF EFFORTHours for this full?time position will be the core hours of U.S. Embassy Lima, Monday through Friday with a minimum of 40 hours per week. The Advisor will be on call at all times while in country.PRE-DEPLOYMENT SUPPORTThe Advisor may be required to attend briefings/orientation at the DOS in Washington,D.C. for up to one week as well as a mandatory one-week Foreign Affairs Counter Threat Training (FACT) in the U.S. prior to deployment.WORK ENVIRONMENTThe primary workplace is the U.S. Embassy in Lima. However, the Aviation Standardization/Operations Advisor frequently travels to the field for meetings, conferences, activity reviews, field inspections, and program evaluations. Most field sites are in areas that have been declared hazardous duty locations by the Department of State due to hostile activities of narco-traffickers.EVALUATION FACTORS(Used to determine the competitive ranking of qualified offerors in comparison to other offerors.)
